President Donald Trump&#8217;s latest shot in his economic battle with China isn&#8217;t simply about imposing tariffs on products marked &#8220;Made in China.&#8221; It&#8217;s about tracing the crumbs of global supply chains and slamming the doors wherever Chinese goods may be slipping through. And collateral damage? Maybe it lies in your <a href="https://www.benzinga.com/etfs">ETF portfolio</a>.
Bloomberg Economics <a href="https://www.bloomberg.com/news/articles/2025-07-22/trump-targeting-trade-loopholes-risks-70-of-china-exports-to-us">cautioned </a>that Trump&#8217;s planned crackdown on transshipments, when China diverts goods through third nations such as Vietnam and Mexico, has the potential to imperil 70% of China&#8217;s exports to the U.S. 
That&#8217;s not only a setback for Beijing. For economies that have become reliant on this diversion, such as Vietnam and Mexico, the effect would be a complete shock.

ETFs like the VanEck Vietnam ETF (BATS:<a class="ticker" href="https://www.benzinga.com/stock/VNM#BATS">VNM</a>) and iShares MSCI Mexico ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/EWW#NYSE">EWW</a>), investor favorites of the China+1 story, might be at risk of a policy whiplash if Trump tightens the rules and widens tariffs.
Since Trump's original trade war flared up in 2018, China's manufacturers have increasingly leaned on third countries to complete and ship goods bound for the U.S. According to Bloomberg Economics, China's share of total value-added through nations like Vietnam and Mexico surged to 22% in 2023, up from just 14% in 2017.
The strategy worked, until now.
In a wave of warning letters to nations, the Trump campaign (acting preemptively, as if the return is a foregone conclusion) described a plan to raise tariffs on transshipped goods unless bilateral trade agreements are negotiated. And while the specifics are still unclear (definitions of &#8220;localized&#8221; goods are unclear, enforcement remains uncertain), the intent is clear: limit China&#8217;s ability to bypass supply chains.
<h2 class="wp-block-heading">ETFs In The Firing Line</h2>
VNM, which was on a rally this year, is now likely to be hit by the headwinds of tariffs. The fund has a concentrated weight in manufacturing and industrial stocks that have gained directly from China&#8217;s trade diversion.
EWW, which jumped more than 30% from the end of 2022 to mid-2023 on hopes of nearshoring, could find itself entangled in a web of new compliance hurdles and export tension, particularly if the U.S. targets autos or electronics that depend on Chinese parts.
Even widely diversified emerging market funds such as Vanguard FTSE Emerging Markets ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/VWO#NYSE">VWO</a>) and iShares MSCI Emerging Markets ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/EEM#NYSE">EEM</a>) won&#8217;t be immune, considering their large exposure to these economies and the larger China-bordering trade complex.

<h2 class="wp-block-heading">But How Much Of A Threat Is It?</h2>
Of course, there&#8217;s a Belt-and-Road-size caveat: enforcement.
"Uncertainty clouds how rigorously the U.S. will be able to enforce transshipment restrictions. US definitions of localized goods remain vague, and details on verification are lacking," Bloomberg analysts conceded. Definitions are vague, verification mechanisms are missing, and global firms are old masters at the game of compliance or evasion.
For ETF investors, this translates to volatility potentially spiking; however, the longer-term trend hinges on whether an effective bite accompanies the bark. If Trump is more interested in instant bilateral bargains than blanket enforcement, the effect will be contained. However, if the approach snowballs into a tariff-drenched worldwide renegotiation of trade routes, the ripple effects will be difficult to hedge against.
<h2 class="wp-block-heading">Bottom Line</h2>
The next chapter in U.S.–China tensions won&#8217;t take place in Beijing or Washington, it might be written in the ports of Ho Chi Minh City and the factories of Tijuana. And for investors following emerging markets using ETFs, it may be every bit as crucial to grasp the new rules of origin as it is to follow fundamentals.
The China+1 tale isn&#8217;t over.

Trump Targets China's Backdoors—Vietnam And Mexico ETFs Could Pay The Price

On Wednesday, July 2, U.S. markets closed mixed. The S&amp;P 500 and Nasdaq reached record highs, buoyed by tech sector gains and a trade agreement between the U.S. and Vietnam that eased tariff concerns.
The Dow edged slightly lower. Nasdaq&#8217;s strength was led by Nvidia, Apple, and Tesla. Investors are now focused on Thursday&#8217;s non-farm payrolls report for signs of potential Fed rate cuts amid weak private payroll data and Centene&#8217;s withdrawn 2025 earnings forecast.
In economic data, U.S. private employers cut 33,000 jobs in June, the first drop since March 2023, raising expectations of a Fed rate cut. Economists now see Friday&#8217;s jobs report showing a slowdown to 110,000 gains. Markets have priced in a September cut and see a 25% chance of one in July, with a second cut expected by year-end.

Global Markets Slide As Iran-Israel Conflict Heats Up, Oil Soars

As the U.S. dollar has slumped to its lowest level in over two years, emerging market stocks rallied in near-perfect inverse fashion—a trend that may be just <a href="https://www.benzinga.com/markets/emerging-markets">at its early stages.</a>
The iShares MSCI Emerging Markets ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/EEM#NYSE">EEM</a>), which holds more than 800 EM stocks, posted its ninth consecutive daily gain—the longest streak since the fund&#8217;s inception in 2016—reaching levels last seen before Russia's invasion of Ukraine.
&#8220;As an investor, I want to operate under the assumption that… the dollar is going to be devaluing," Otavio Costa, macro analyst at Crescat Capital, said in an exclusive interview with Benzinga. 
"You want to buy natural resources, you want to buy hard assets, but you also want to buy emerging markets in a big way,&#8221; he added.

<h3 class="wp-block-heading">The US Debt Problem Is Now a Dollar Problem</h3>
At the core of Costa's view is the widening gap in interest payments between the U.S. and its developed peers.
The U.S. spends about 5% of its gross domestic product on interest—when combining federal and local levels—far exceeding developed peers like Germany, Japan, and Canada, where interest costs are about 1%.
Because the U.S. has far less fiscal flexibility, Costa believes it will be forced to cut rates more aggressively than other economies.
For Costa, the implication is clear: &#8220;That's going to translate into interest rates differentials contracting and causing the dollar to fall."

<h3 class="wp-block-heading">US Valuations Are Stretched, EM Stocks Look Cheap</h3>
Costa emphasized the valuation gap between U.S. and emerging market equities.
 "The Cyclically Adjusted Price-to-Earnings (CAPE) ratio of the U.S. is about 35, one of the highest in history. You look at Brazil, and it's about 12." he said.
"Why would you not deploy capital there?&#8221;
Costa sees emerging markets, hard assets and undervalued foreign equities as the likely beneficiaries of this rotation. 
He sees particular value in Brazil, not just in equities but in fixed income as well. "In Brazil, the equity market looks attractive, the bond market looks very attractive," Costa said.
Among developed markets, Costa is particularly bullish on Canada. He sees the Canadian dollar—historically linked to oil and natural gas—on the verge of a breakout, fueled by its commodity exposure and underweight positioning in global portfolios.
"The Canadian dollar is a contrarian play that could benefit from U.S. weakness and commodity strength," he said, adding that Canadian mining companies could also enjoy capital inflows.
He added that capital markets are already signaling a shift. 
"Argentina starts doing well all of a sudden after politics changes… India is doing quite well. Japanese equities doing better than the U.S. Now you're seeing European equities outperform U.S. equities."
"These things are just starting to occur," he said. "They're big moves."

The U.S. Dollar Index rose 0.23% to 98.97, USD/JPY was up 0.51% to 144.17, and USD/AUD gained 0.21% to 1.5405.
The dollar rose slightly Friday but faced a weekly loss amid weak U.S. data and trade tensions. Focus shifted to payrolls, while the euro and yen slipped on central bank signals.
