With only days remaining until President Donald Trump&#8217;s self-imposed <a href="https://www.benzinga.com/news/politics/25/06/46156587/trump-says-july-tariff-deadline-not-set-in-stone-we-can-do-whatever-we-want">July 9 tariff deadline</a>, the world trade scene resembles more of a geopolitical roulette table than a negotiation process. Although Trump&#8217;s return to tariff diplomacy has reignited diplomatic turmoil and corporate jitters, ETF investors seem to be playing it cool, at least for now.
In typical Trumpian style, the U.S. President has threatened broad new tariffs for dozens of nations that don&#8217;t come to framework deals within a week. But the frameworks unveiled so far, such as with the UK and China, have been short on substance and long on optics, <a href="https://finance.yahoo.com/news/trump-deals-poised-fall-short-200000167.html?guccounter=1&amp;guce_referrer=aHR0cHM6Ly9maW5hbmNlLnlhaG9vLmNvbS8&amp;guce_referrer_sig=AQAAAEULTOijSzPIUaM76ZtXMwuZstTO6Gs_v7AfYKLFpUVM4Steqh_vRi2Rov9Y-iYtoQCOXC3Y-OqA4Jw69CatX_-Dm8eeHYOkjbQGpOtqF7n8HfztsM-BX-_bexkQJ4DrwPmsmyKLDRwBseGfLZCVVRY921fP07UjhmhAjeZfj14t">according</a> to Bloomberg. And while volatility typically follows trade tensions, the markets are responding with an unusual resilience. So are ETF performances.
As it happens, investors might be putting their money on the &#8220;TACO&#8221; theory, short for &#8220;Trump Always Chickens Out,&#8221; a sarcastic acronym that has gained traction on trading desks to characterize his style of issuing bold threats and then backing down.

<h2 class="wp-block-heading">Global Trade In The Crosshairs&#8230;Again</h2>
The stakes are high. From Canada and the EU to Taiwan and India, a broad swath of nations is at risk of getting their tariffs increased unless they negotiate deals or are considered to be &#8220;negotiating in good faith.&#8221; Trump has warned that tariffs could climb from the 10% baseline to as much as 25%. He has even suggested he might act before the July 9 deadline.
The White House has been sending mixed signals. Commerce Secretary Howard Lutnick claimed the administration is aiming for "top 10 deals" with key partners. Meanwhile, Treasury Secretary Scott Bessent stated that nearly 20 countries may face immediate tariff hikes. Canada, for its part, has already blinked—backing off a digital services tax to get back to the table.
However, even as Trump ignites the trade universe with 280-character warnings, the ETF universe has remained relatively calm.
<h2 class="wp-block-heading">ETF Investors: Not Panicked, But Cautious</h2>
Here&#8217;s what the ETF market action indicates:
Nation-specific ETFs that are correlated to stalled negotiations like iShares MSCI India ETF (BATS:<a class="ticker" href="https://www.benzinga.com/stock/INDA#BATS">INDA</a>), iShares MSCI Taiwan ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/EWT#NYSE">EWT</a>) and Global X FTSE Southeast Asia ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/ASEA#NYSE">ASEA</a>) have experienced a combination of speculative investments and defensive holding based on Trump&#8217;s rhetoric. Nonetheless, all three prices are in the green so far this year.
China&#8217;s exposure is still delicate. KraneShares CSI China Internet ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/KWEB#NYSE">KWEB</a>) is up more than 3% in June, but has been volatile amid speculation about whether tariffs on rare earths and digital products will be reinstated.
Safe havens and commodities are in style again. SPDR Gold Shares (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GLD#NYSE">GLD</a>) has recorded some of its most significant monthly advances since February, indicating investors are hedging against policy misfires.
If Trump follows through on blanket tariff increases, the shakeout would be rapid.
<h2 class="wp-block-heading">Potential ETF Winners</h2>
Domestic-centric ETFs, such as iShares Russell 2000 ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/IWM#NYSE">IWM</a>) and Utilities Select Sector SPDR Fund (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/XLU#NYSE">XLU</a>), may benefit from a rotation away from export-oriented companies.
Gold and bond ETFs, such as GLD, may experience inflows as investors scramble for safety following a policy shock.
India and Southeast Asia ETFs, such as INDA and ASEA, could become popular if the U.S. solidifies its relationships with these countries as part of its &#8220;friendshoring&#8221; initiative.
<h2 class="wp-block-heading">Likely Losers</h2>
Export-oriented ETFs, such as the Industrial Select Sector SPDR Fund (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/XLI#NYSE">XLI</a>) and the Materials Select Sector SPDR Fund (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/XLB#NYSE">XLB</a>), are heavily dependent on cross-border supply chains.
European nation ETFs, like iShares MSCI Germany ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/EWG#NYSE">EWG</a>), iShares MSCI United Kingdom ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/EWU#NYSE">EWU</a>), and iShares MSCI Eurozone ETF (BATS:<a class="ticker" href="https://www.benzinga.com/stock/EZU#BATS">EZU</a>), may experience volatility if the EU fails to reach an agreement by the deadline.
Global exposure tech sector ETFs, such as the Technology Select Sector SPDR Fund (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/XLK#NYSE">XLK</a>), could come under increased pressure if digital services taxes persist as an ongoing obstacle.
<h2 class="wp-block-heading">Markets Playing Chicken?</h2>
Equity markets have not yet fully priced in the possibility of Armageddon. The <a href="https://www.benzinga.com/markets/economic-data/25/06/46124290/sp-500-hits-record-highs-and-history-says-the-best-is-yet-to-come">S&amp;P 500 is still at record levels</a>. Volatility is low (VIX at 16.74). And ETF investors appear to be hedging, not running for the hills.
As the tariff countdown continues, ETF investors are closely monitoring, though not yet bailing out. Whether Trump adheres to the deadline or drags out the anarchy into late July is anybody&#8217;s guess.
For the time being, the smart money is wagering on still more &#8220;deal theater,&#8221; tastefully staged for maximum political impact. But as always with Trump, a single tweet could upend everything.

German stocks are crushing Wall Street this year, recording their strongest outperformance against U.S. equities since 1999 — a market dynamic that last emerged just before the infamous burst of <a href="https://www.benzinga.com/money/stocks-to-buy-now">the dot-com bubble.</a>
Through June 20, Germany's DAX Index has climbed 17.5% year-to-date, while the Vanguard S&amp;P 500 ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/VOO#NYSE">VOO</a>) has gained only 1.9%. 
The six-month performance spread between the two benchmarks now stands at nearly 16 percentage points — the highest gap since the second half of 1999.
Currency effects further amplified the gains. The iShares MSCI Germany Index Fund (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/EWG#NYSE">EWG</a>) – a U.S.-listed ETF tracking German equities and adjusting for exchange rate moves — has soared 28% year-to-date, as the U.S. dollar weakened 10% against the euro.

<h3 class="wp-block-heading">Why Are German Stocks Outperforming?</h3>
A mix of aggressive fiscal expansion, monetary easing, and global investor rotation has put Germany at the center of a rare equity resurgence.
In March 2025, Germany's Parliament approved a constitutional amendment that exempts military and infrastructure spending from the country's strict "debt brake" law. 
This legal shift enabled the government to create a massive €500 billion ($565 billion) infrastructure fund, aimed at financing green energy, digitalization, and regional development through 2035 — all off-budget to bypass constitutional debt limits.
Additionally, Germany committed to raising defense spending well beyond 3% of GDP — aligning with NATO&#8217;s Readiness 2030 and the broader €800 billion ($900 billion) ReArm Europe plan. This military push has sparked investor enthusiasm in defense stocks and industrial suppliers.
At the same time, the European Central Bank has aggressively cut rates by a cumulative 75 basis points during the first half of 2025, bringing the deposit rate down to 2% in June, amid cooling inflation.
Meanwhile, the U.S. market has faced headwinds. President Donald Trump's aggressive tariff push fueled trade uncertainty and triggered a first-quarter GDP contraction, as businesses rushed to import goods ahead of higher duties set for April.
The Federal Reserve has kept interest rates unchanged in a 4.25%-4.50% range, despite declining inflation.
<h3 class="wp-block-heading">Rheinmetall Leads The Charge</h3>
A handful of key outperformers have driven Germany's stock rally.
Defense heavyweight Rheinmetall AG (OTCPK: RNMBF) is up a staggering 181% year-to-date, contributing 356 basis points to the DAX's total year-to-date return. 
Other top gainers include Siemens Energy AG (OTCPK: SMEGF), up 71.7%, Commerzbank AG (OTCPK: CRZBY), up 83%, and Deutsche Bank AG (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/DB#NYSE">DB</a>), which has gained 47%, each providing significant contributions to index performance.
<h3 class="wp-block-heading">History Echoes 1999?</h3>
The last time German stocks outpaced their U.S. counterparts this sharply was in late 1999. Then, too, global investors rotated into European equities amid optimism about reforms and tech-driven growth. 
Yet that outperformance came at the height of global market euphoria: the S&amp;P 500 peaked at 1,550 in March 2000, then plunged 45% over the following three years. 
Whether 2025's surge ends in sustained growth or a speculative overshoot remains to be seen. 
But for now, Germany is among the leaders in global equity markets — and echoing the late 1990s in ways that seasoned investors may not want to forget.
