The re-election of Donald Trump has reignited one of the most contentious debates among investors: Can the president-elect remove Federal <a href="https://www.benzinga.com/topic/jerome-powell">Reserve Chair Jerome Powell? </a>



Trump has been critical of Powell's handling of interest rates since appointing him in 2018, and many have speculated that a Trump-led White House may clash with the central bank yet again.



But Powell didn't mince words during his press conference following the Fed&#8217;s November interest-rate cut, stating firmly that a U.S. president &#8220;is not permitted under the law&#8221; to remove the central bank governor. Powell also added that he would refuse to step down <a href="https://www.benzinga.com/economics/macro-economic-events/24/11/41823887/powell-dismisses-talk-of-resignation-after-trump-victory-says-policy-is-still-res">if Trump requested him to do so</a>.



<h3 class="wp-block-heading">Legal safeguards protect the Fed chair (mostly)</h3>



While the Federal Reserve Act technically shields the Fed&#8217;s chair from presidential removal, there are also some caveats.



Under Section 10 of the Act, a Fed chair can only be dismissed by the president in cases of legal or ethical violations—not simply due to policy disagreements. This structure is designed to keep monetary policy free from short-term political interference.



However, Trump could choose not to reappoint Powell once his term expires in 2026, potentially replacing him with someone more aligned with his low-rate preferences. 



As Bill Adams, chief economist at Comerica Bank, commented, "After Fed Chair Powell's term expires in 2026, President-elect Trump will have an opening to appoint a new Fed chair who is more sympathetic to his calls for lower interest rates."



Adams indicates that Trump will likely push the Fed to cut interest rates more aggressively, as he did in his first term. 



However, he highlights that this pressure is unlikely to impact the Fed's rate path over the next year, given the central bank&#8217;s structure, which is designed to shield rate decisions from White House influence.



Powell used his press conference not only to clarify the Fed's rate strategy, but to also reassert its independence.



BNP Paribas economist Anis Bensaidani said, &#8220;For Chair Powell, the post-meeting press conference was an opportunity for a twofold statement of the Fed's independence.&#8221;



Bensaidani noted that Powell's refusal to resign at Trump's potential request underscored the Fed's autonomy from the executive branch, a message he amplified by referencing legal safeguards against unwarranted dismissal.



Yet, Powell also sidestepped questions on how the Fed would respond to the new administration's potential policy shifts, stating that the Fed would "only model any policy changes after they have been passed" and decide on a response later. 



This careful approach seems aimed at avoiding the perception that the Fed is preemptively aligning with any political agenda.



<h3 class="wp-block-heading">Powell&#8217;s Dovish Tone Raises Eyebrows</h3>



However, Powell&#8217;s recent remarks struck a dovish tone, leaving economists divided on the Fed's rate trajectory.



&#8220;Although he stressed data dependence as expected, he gave several indications that a December cut remains his base case,&#8221; Bank of America economist Aditya Bhave said in a note Friday.



This dovish outlook has some analysts predicting further rate reductions over the coming months, even as the economy and labor market show resilience.



Goldman Sachs economist David Mericle foresees "consecutive cuts in December, January, and March," with additional reductions in June and September to reach a terminal federal funds rate of 3.25% to 3.5%. 



According to Mericle, "Powell said twice that the labor market is continuing to cool, and the FOMC does not want further cooling."



Some economists question whether more easing is justified.



Veteran Wall Street analyst Ed Yardeni, stated that 75-basis-point of rate cuts since Sept.18 &#8220;is too much, too soon because both the economy and the labor market remain strong.&#8221;



Yardeni added that Powell himself acknowledged the economy&#8217;s strength, commenting that "both remain solid." Yet, Powell insists the Fed's policy remains restrictive, as rates are still above the so-called "neutral" level. 



Yardeni also questioned the urgency of the cut: "One might question why an additional rate cut was needed if the economy is in fact in better shape today than it was at the Fed&#8217;s last meeting."



Powell also attributed recent jumps in Treasury yields—up 75 basis points since the last rate cut—to robust economic growth and lower recession risks. 



&#8220;He minimized the impact of higher inflation expectations. But the market&#8217;s inflation expectations, based on the difference between nominal Treasury yields and TIPS yields, have risen,&#8221; Yardeni stated. 



The 5-year breakeven inflation rate—a closely watched market indicator reflecting investor expectations for average annual inflation over the next five years—has climbed from 1.98% on Sept. 8 to 2.4% on Nov. 8.



This surge suggests that investors increasingly doubt the Federal Reserve's ability to keep inflation at its 2% target over the coming five years.

Powell Brushes Off Trump's Removal Threat: Economists Say 2026 Could Be His Last Stand

Rivian Automotive (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/RIVN#NASDAQ">RIVN</a>) analysts are cautious on the short-term outlook for the electric vehicle company with supply chain concerns, after the company missed third-quarter revenue and <a href="https://www.benzinga.com/news/earnings/24/11/41825787/rivian-q3-earnings-highlights-revenue-eps-miss-ceo-confident-in-q4-gross-profit-r2-being-fundamenta">earnings per share estimates.</a>



The Rivian Analysts:

<li>Truist analyst Jordan Levy maintained a Hold rating on Rivian with a $12 price target.</li>



<li>Wedbush analyst Daniel Ives maintained an Outperform rating with a $20 price target.</li>

Truist on RIVN: Proof of profitability for Rivian's R1 vehicle may be necessary to instill confidence in the R2 launch, Levy said in a new investor note.



"RIVN's third quarter results were mired by the company's previously reported component shortage, though a significant expected 4Q uptick in regulatory credit sales + realization of cost-down from Gen 2 models enabled the company to reiterate its 4Q positive GM (gross margin) target," Levy said.



The analyst said Rivian needs to demonstrate consistent profitability to help investors gain confidence.



Rivian's tailwind of resolving supply chain issues was not a surprise to investors, Levy added.



"While we are incrementally positive on the timeline reiteration for R2, we see the recent election results and the incoming administration being an overhang over the entire domestic EV market for the time being given the uncertainty."



Wedbush on RIVN: The electric vehicle company made progress and saw strong demand in the third quarter, but Ives said in a new investor note that there is more work ahead.



Ives said Rivian took two steps forward but one step back as the supply chain challenges hurt the company's plan to ramp up production.



"Rivian did not anticipate such large supply ramp challenges this quarter, however, it should be well sorted over the next few quarters as the company is still on track in terms of timing the R2 production launch," Ives said.



A supply partnership announced with LG on Thursday and the pending launch of the Volkswagen (OTC:<a class="ticker" href="https://www.benzinga.com/stock/VWAGY#OTC">VWAGY</a>) joint venture are "critical pieces" for the future of Rivian, Ives added.



"Although we still remain confident in the long-term Rivian vision, it will take some serious strides for the company to regain trust in the short-term vision in the eyes of the Street."



Needham on RIVN: Scale and margins are bearish talking points for the Rivian story, Pierce said in a new investor note.



"We continue to view RIVN as a long-term winner in the eventual ICE to EV transition, leaning on its ability to create a brand and produce vehicles that drive high levels of customer passion and satisfaction," Pierce said.



The analyst said R2 production enhancements are the key focus for 2025 with R2 production set to begin in the first half of 2026. Vehicle profitability for the R2 is expected to be reached faster than the R1 and will be a key factor to watch, the analyst added.



The analyst also highlighted a joint venture with Volkswagen expected to close in the fourth quarter.



"RIVN's balance sheet has been significantly strengthened the Volkswagen announcement, removing any additional equity needs vs our prior model, allowing for a higher level of investor patience."



Piper Sandler on RIVN: The third-quarter results and commentary had no surprises, leading to increasing importance for the joint venture with Volkswagen closing as the next catalyst, Potter said in a new investor note.



"The stock has faltered recently, partially due to slower production, and partially (in our view) because a JV with Volkswagen has yet to be finalized," Potter said.



The analyst said the joint venture terms could continue to be a story in the coming weeks and could see Rivian's valuation expand.



"We will review our model once the JV terms are announced."



RIVN Price Action: Rivian stock is down 0.48% to $10.00 on Friday, versus a 52-week trading range of $8.26 to $24.62. Rivian stock is down 51% year-to-date in 2024.

Rivian Stock 'Long-Term Winner' In Gas-To-Electric Transition: Analyst

Trump was receptive to this idea.

The billionaire told CNBC that he&#8217;s unfazed by the <a href="https://www.benzinga.com/government/24/11/41828468/trump-says-hed-replace-income-taxes-with-tariffs-the-potential-economic-fallout">potential market implications</a> of a second Trump administration. 



Musk contributed nine-digit sums to Trump&#8217;s campaign and organized much of Trump&#8217;s ground game.



The Tesla Inc. CEO has also openly said Americans will experience &#8220;temporary hardship&#8221; once federal cuts are made.



According to the U.S. Treasury, the country&#8217;s federal budget was $6.75 trillion in 2024. Musk&#8217;s proposal to make large cuts to the federal budget would necessitate shedding several categories. Analysts put social security, military spending, Medicare, and veterans benefits on that list.



It remains to be seen how high of a legislative priority this will be for Trump.

Fed Cuts Interest Rates, But Inflation Remains Elephant In The Room

Bitcoin spot ETFs on Nov. 7 saw a historic surge in investment, with total net inflows reaching $1.38 billion, the <a href="https://www.benzinga.com/markets/cryptocurrency/24/11/41803451/bitcoin-spot-etfs-hit-622m-inflows-following-trump-victory">highest single-day figure to date</a>.



What Happened: BlackRock's (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/IBIT#NASDAQ">IBIT</a>) ETF alone accounted for $1.12 billion of this total, marking a record-breaking day for digital asset ETFs, according to <a href="https://sosovalue.com/assets/etf/us-btc-spot">data</a> from SoSo Value.



<a href="https://www.benzinga.com/money/what-is-ethereum-etf">Ethereum spot ETFs</a> also saw significant activity, with net inflows of $79.7 million, representing the third-highest single-day inflow for Ethereum.



The surge in Bitcoin ETF inflows comes at a time when post-election optimism and market recalibrations are influencing investor behavior. 



According to QCP Capital, recent market movements indicate that Bitcoin (CRYPTO: <a class="ticker" href="https://www.benzinga.com/quote/btc/usd">BTC</a>) is benefiting from increased attention, driven partly by what they describe as &#8220;Trump trades.&#8221; 



These are investments spurred by positive sentiment around Trump's economic policies and <a href="https://www.benzinga.com/economics/macro-economic-events/24/11/41820253/fed-cuts-interest-rates-to-lowest-since-february-2023-sticks-to-data-driven-path">a 25 basis-point cut</a> from the Federal Reserve, which have helped drive Bitcoin prices to $77,000.



&#8220;However, investors are beginning to pull back on some &#8216;<a href="https://www.benzinga.com/government/24/11/41831044/how-to-play-the-trump-trade-for-ai-energy-taxes-analyst-says-5-stocks-could-shine">Trump trades</a>&#8216;: the dollar has reversed much of its post-election gains, and Treasury yields have settled back into recent ranges,&#8221; QCP Capital noted.



The firm points out that fiscal concerns, such as the national debt and Trump's proposed 60% tariff on China, are prompting investors to reassess their portfolios.

These factors, they suggest, could make Bitcoin's risk profile more appealing than traditional equities and potentially position it to outperform other risk-on assets.



In a note sent to Benzinga, Fadi Aboualfa, Head of Research at Copper.co, also provided insights on the significance of these ETF inflows for Bitcoin's future. 



&#8220;We have back-tested the ETF accumulation trend against potential price ranges, suggesting a $100,000 Bitcoin is quite possible by the time the 47th U.S. President heads to the Capitol for inauguration on Jan. 20,&#8221; Aboualfa stated. 



His analysis projects that ETFs could hold approximately 1.1 million Bitcoin by January, further reinforcing Bitcoin's appeal as an investment. 



Reflecting on Trump's previous administration, Aboualfa noted, &#8220;For Bitcoin, it's worth remembering that Trump oversaw not one but two all-time high cycles during his 2016–2020 presidency.&#8221; 



However, he highlighted a difference in today's market context, stating that past gains occurred against a weakening dollar backdrop, as opposed to the current stronger dollar environment.

In the wake of successful predictions for the presidential election, cryptocurrency-based betting platform Polymarket disclosed its intentions to reestablish its prediction markets for U.S. users.



What Happened: While talking about the company&#8217;s growth strategy in a CNBC interview on Thursday, CEO Shayne Coplan said that having a presence in the U.S. market was &#8220;part of the plan&#8221; and that they were in a position to be &#8220;aggressive around expansion.&#8221;



&#8220;I want to give a lot of credit to the people who fought the battle to go in and legalize political prediction markets in America,&#8221; Coplan stated.

Since then, other players have thrown their hats in the ring, with Robinhood <a href="https://www.benzinga.com/news/24/10/41573989/harris-vs-trump-robinhood-launches-election-event-contracts-for-traders-as-2024-presidential-race-he">launching its presidential election event contracts</a>&nbsp;just ahead of the Nov. 5 elections.

About $3.6 billion was&nbsp;<a href="https://polymarket.com/event/presidential-election-winner-2024" target="_blank" rel="noreferrer noopener">wagered&nbsp;</a>on the outcome of the presidential race on Polymarket, making it the biggest election prediction market. A fraction of it—about $440 million—was&nbsp;<a href="https://kalshi.com/live/trump-v-harris" target="_blank" rel="noreferrer noopener">invested&nbsp;</a>in Kalshi for the presidential contract.



One notable bettor, a French ‘Trump Whale' known as Theo,&nbsp;<a href="https://www.benzinga.com/markets/cryptocurrency/24/11/41772749/donald-trumps-re-election-nets-french-trump-whale-almost-50-million" target="_blank" rel="noreferrer noopener">netted almost $50 million</a>&nbsp;on Polymarket following Trump's victory.



There were widespread concerns over his significantly larger bets in favor of Trump leading to the election, with many pointing to <a href="https://www.benzinga.com/markets/cryptocurrency/24/10/41434026/mark-cuban-dismisses-polymarket-election-odds-as-meaningless-most-of-the-money-is-foreign">foreign influence and market manipulation</a>.

The Dow Jones stalled after Wednesday&#8217;s 3.6% rise, while small caps eased 0.4% following a 5.8% jump the previous day.



Top-performing sectors in the S&amp;P 500 were technology, up 1.8%, followed by communications services and consumer discretionary, both up by 1.3%. Financials, which rallied the most Wednesday, lagged on Thursday, down 1.5%.



<h3 class="wp-block-heading">Fed Cuts Rates, Powell Dismisses Concerns Over His Future </h3>



The Federal Reserve cut interest rates by 0.25% to 4.5%-4.75% as expected, a reduction in the pace of easing after the larger 0.5% cut in September.



The Fed recognized robust economic momentum, with the GDP rising by 2.8% in the second quarter, and resilient consumer confidence.



Powell downplayed weak October employment data, noting that near-zero job growth was largely due to temporary factors like strikes and hurricanes rather than underlying economic weakness.



Powell described the rate cut as part of a "further recalibration" of monetary policy, which he emphasized remains "restrictive." He hinted at the possibility of more easing in the future but refrained from signaling a specific rate cut at the December meeting, stressing a data-dependent approach.



When asked if he would resign if requested by Trump, Powell responded firmly, "No," reiterating that the president does not have the legal authority to remove the Fed chair.



Following Powell's comments, market-implied expectations for a 25-basis-point rate cut in December surged to 75%, recovering from Wednesday's post-election dip.



Treasury yields pulled back sharply, with the 10-year yield dropping 10 basis points to 4.33%, almost erasing the spike from the previous day.



The U.S. dollar weakened 0.7%, while gold prices, as tracked by the SPDR Gold Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GLD#NYSE">GLD</a>), rebounded 1.8% after Wednesday&#8217;s 3% slump. 



Bitcoin (CRYPTO: <a class="ticker" href="https://www.benzinga.com/quote/btc/usd">BTC</a>) traded up by 1% at 4:30 p.m. in New York, hitting a record-high of $76,990 during the session.

Federal Reserve Chair Jerome Powell firmly dismissed speculation Thursday over his potential resignation or removal upon Donald Trump&#8216;s return to the White House, stating the president cannot legally <a href="https://www.benzinga.com/topic/interest-rates">fire the central banker.</a>



At the press conference following the Federal Reserve&#8217;s decision to lower the benchmark interest rate by 25 basis points to a target range of 4.5%-4.75%, Powell addressed swirling questions about his future and the Fed reactions after the election results.



When asked &#8220;if he asked you to leave, would you go?&#8221; Powell responded with a clear &#8220;no.&#8221;



The president-elect, who has previously criticized Powell for not slashing rates quickly enough, is &#8220;not permitted under the law&#8221; to fire a central bank governor, stressing the need to preserve Fed&#8217;s independence from political will.



The Fed&#8217;s approach to setting policy remains reactive to economic data. &#8220;We don&#8217;t guess, we don&#8217;t speculate, and we don&#8217;t assume,&#8221; he said. 



He warned that &#8220;U.S. fiscal policy is on an unsustainable path,&#8221; though he emphasized that fiscal matters fall outside the Fed's direct control.



Powell also addressed the recent increase in Treasury yields, asserting that the rise likely reflects expectations for stronger economic growth rather than a significant shift in inflation expectations.

<h3 class="wp-block-heading">Fed Rate Cut: &#8216;Recalibration&#8217; Amid Restrictive Policy</h3>



Powell described Thursday&#8217;s rate cut as a "further recalibration of policy stance" to support the economy&#8217;s strength while continuing the fight against inflation.



He emphasized that despite the reduction, "policy is still restrictive," indicating the Fed's stance is not yet accommodative or neutral.



Powell highlighted the U.S. economy's "robust" expansion, underscored by steady growth and moderating inflation. Despite signs of cooling, the labor market remains solid, with the unemployment rate at 4.1% in October.



Though the October nonfarm payrolls report showed a sharp drop in the pace of job creation — 12,000 compared to 232,000 in September — Powell attributes this decline to strikes and hurricanes rather than fundamental weakness.



Labor market dynamics have shifted over the last year, with wage growth moderating and job openings declining to levels considered more sustainable.



Labor conditions are no longer a significant source of inflationary pressure and wage gains have aligned with the Fed's 2% inflation target, Powell said. 



The omission of certain phrases in the November statement — such as &#8220;further progress&#8221; on disinflation and &#8220;the committee had gained greater confidence that inflation was progressing towards its 2% goal&#8221; — was not intended to signal a pause or suggest concerns about persistent inflation, he said. 



The previous language in the September statement was specific to the rationale behind the initial rate cut at that time, the Fed Chair said. 



When asked about the possibility of a December rate cut, Powell declined to give any indication, reiterating that the Fed's decision would be guided by incoming economic data.

Powell Dismisses Talk Of Resignation After Trump Victory, Says 'Policy Is Still Restrictive'

Electric vehicle company Rivian Automotive (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/RIVN#NASDAQ">RIVN</a>) reported third-quarter financial results <a href="https://www.benzinga.com/earnings">after market close Thursday.</a>



Here are the key highlights.



What Happened: Rivian announced third-quarter revenue of $874 million, which missed a Street consensus estimate of $1.00 billion, according to data<a href="https://www.benzinga.com/pro/?utm_source=BZprocontent110724&amp;t=be2bearmibe3na1"> from Benzinga Pro.</a>



The company reported a loss of 99 cents per share, missing a Street consensus loss of 92 cents per share.



Operating expenses in the third quarter were $777 million, down from $963 million in the third quarter of the prior year.



Rivian had production of 13,157 vehicles in the third quarter and deliveries of 10,018 vehicles in the quarter. &nbsp;



"This quarter we have made progress against our key objectives and have seen meaningful progress on our Gen 2 R1 cost structure due to the new technologies incorporated into the vehicle and manufacturing process," Rivian CEO RJ Scaringe said.



The company announced a strategic supply agreement with LG Energy Solutions Thursday. The supply agreement will help power the company's next-generation midsize electric vehicle platform.



Rivian ended the third quarter with $6.74 billion in cash and cash equivalents, which includes $1 billion of an unsecured convertible note issued to Volkswagen International America, related to the joint venture with Volkswagen (OTC:<a class="ticker" href="https://www.benzinga.com/stock/VWAGY#OTC">VWAGY</a>). The note will automatically convert into shares of Rivian Class A stock on Dec. 1, 2024.

The company said it is making progress on the R2 vehicle.



Rivian reaffirmed its 2024 production guidance of a range of 47,000 to 49,000 and a delivery outlook of 50,5000 to 52,000 vehicles for the full year.



EBITDA guidance ranged from a loss of $2.825 billion to $2.875 billion.



"We are excited about the future and our midsize SUV, R2, which we believe will be a fundamental driver of Rivian's growth. We're also looking forward to closing our proposed joint venture with Volkswagen Group, which is expected in the fourth quarter," Scaringe said.



RIVN Price Action: Rivian stock is up 3.2% to $10.38 in after-hours trading Thursday, versus a 52-week trading range of $8.26 to $24.61.

Devin Ryan, analyst at Citizens JMP Securities, highlighted that a Trump-led "sweep of Congress" could significantly ease regulatory pressures for the broader financial and fintech sectors.



&#8220;The &#8216;Trump Trade&#8217; had already been underway in the market in recent weeks, but the resounding presidential win, and perhaps more importantly, likely sweep of Congress, is adding fuel to the fire in stock moves,&#8221; Ryan explained.



For fintech firms, this shift could relieve recent regulatory scrutiny, particularly in areas such as connectivity with traditional banks and practices overseen by the Consumer Financial Protection Bureau (CFPB). Companies involved in digital assets stand to benefit even more, as regulatory clarity would open the door for new market entrants and increase industry participation.



"Digital assets could arguably be the biggest winner of them all," said Ryan, who sees sentiment in the space "improving materially from here." 



Ryan indicates the political climate has shifted to one more favorable for cryptocurrencies, as policymakers begin to recognize the economic and electoral weight of pro-crypto sentiment.
