The rollback targets the &#8220;AI diffusion rule,&#8221; which will go into effect on May 15. The Trump administration is exploring blocking China from accessing advanced chips without hurting American technology companies.

Shares of chip stocks are higher after the US and China agreed to a temporary reduction in most tariffs on each other's goods. A reduction in tariffs could alleviate some supply chain concerns and improve macro sentiment as well as demand visibility.

U.S. stocks were higher, with the Dow Jones index gaining around 950 points on Monday.
Shares of NRG Energy, Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NRG#NYSE">NRG</a>) rose sharply during Monday's session after the company reported <a href="https://www.benzinga.com/quote/NRG/earnings">better-than-expected first-quarter financial results.</a>
NRG Energy posted adjusted earnings of $2.62 per share, beating market estimates of $1.49 per share. The company's quarterly sales came in at $8.59 billion versus expectations of $7.83 billion.
NRG Energy shares jumped 21.5% to $145.05 on Monday.

As the electric vehicle manufacturer is finalizing plans to launch operations in the third-largest car market in the world, Prashanth Menon, the Country Head for India for Tesla Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TSLA#NASDAQ">TSLA</a>), has reportedly resigned after nine years with the CEO Elon Musk-led company.
What Happened: Menon, who oversaw operations in India as Chairman of Tesla India Motors and Energy Pvt. for more than four years, was instrumental in the company&#8217;s establishment of a local office in Pune in 2021 and the purchase of its first retail leases in Mumbai and Delhi earlier this year, according to sources <a href="https://www.bloomberg.com/news/articles/2025-05-08/tesla-tsla-india-head-resigns-just-as-carmaker-plans-launch-in-delhi-mumbai">cited</a> by Bloomberg.
The resignation comes right before Tesla&#8217;s anticipated arrival in India. No immediate successor has been named, and the report states that Tesla&#8217;s operations in India will be temporarily managed by its China teams.

Why It Matters: In order to create more favorable conditions for Tesla&#8217;s entry, India is currently negotiating a trade agreement with the United States that could <a href="https://www.benzinga.com/tech/25/04/44833951/elon-musk-led-teslas-model-y-spotted-testing-in-mumbai-ahead-of-india-debut">reduce auto import tariffs</a>, which were previously as high as 110%. India recently lowered its 110% tariff to 15% on EVs costing more than $35,000.
Tesla has made progress in its plans to grow in India by securing retail space and hiring more locals. The report claims that the company has also begun to reimburse early Model 3 reservations dating back to 2016, seemingly in preparation for the release of newer models.
Amid trade tensions between the United States and China, Tesla is investigating semiconductor supply chains in India in addition to its retail operations. Tesla's India Country Head Resigns As Elon Musk-Led Company Finalizes Launch Plans In World's Third-Largest Auto Market: Report

Chipmakers could be on the verge of a strong seasonal rally, a historical pattern that, if repeated, might supercharge a rebound already underway thanks to renewed U.S.-China trade optimism <a href="https://www.benzinga.com/25/05/45291509/nvidia-broadcom-amd-surge-as-trump-reshapes-ai-chip-export-rules-to-ease-market-pressure">and eased export restrictions.</a>
The iShares Semiconductor ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SOXX#NYSE">SOXX</a>), which tracks 34 top U.S. chipmakers, has historically posted robust gains during the second half of May. 
In 9 of the past 10 years, the ETF has closed higher in this period, delivering an average return of 4.3%, according to data from Seasonax.
The strongest rally occurred between May 15 and May 31, 2023, when SOXX surged 13% over two weeks. The only negative performance in the past decade came in 2019, when the ETF plunged 10.7% during the same seasonal window.
When extending the data horizon to 20 years, the pattern still holds: 14 out of 20 years ended in gains during this period, with an average return of 2.8%.
<h3 class="wp-block-heading">3 Catalysts Behind the Chipmaker Rebound</h3>
1. Trade War De-escalation
The SOXX ETF is still down 11% year-to-date as of May 8, but that marks a significant recovery from the 30% YTD decline it faced just a month ago. The turnaround was sparked after President Donald Trump announced a 90-day tariff pause, allowing space for negotiation.
The plan includes a 10% universal tariff rate – excluding China – which now faces export duties as high as 145%. Talks with Chinese officials are expected to start this week in Switzerland, led by U.S. Treasury Secretary Scott Bessent.
&#8220;China wants to make a deal,&#8221; Trump said on Thursday, following his first trade pact with the UK.
2. Eased AI Chip Export Curbs
A second boost for the sector is coming from the Trump administration's move to roll back Biden-era chip export restrictions. These rules had hampered U.S. giants like Nvidia Corp. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NVDA#NASDAQ">NVDA</a>) and Advanced Micro Devices Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/AMD#NASDAQ">AMD</a>) from exporting high-end AI chips.
The Department of Commerce confirmed it would rescind or amend the rule, offering immediate relief to chipmakers constrained by performance caps and compliance headaches.
