Lamb Weston Posts Better-Than-Expected Results, Joins Sanofi And Other Big Stocks Moving Higher On Thursday

Northern Dynasty (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NAK#NYSE">NAK</a>) shares surged 30% on Monday following President Donald Trump's emergency order to boost <a target="_blank" href="https://www.benzinga.com/25/03/44433704/trump-invokes-an-act-from-the-1950s-to-boost-domestic-mineral-industry" rel="noreferrer noopener">domestic critical minerals</a> production. Investors piled in on speculation that the order could revive the company's flagship Pebble Project.
Trump's <a target="_blank" href="https://www.whitehouse.gov/presidential-actions/2025/03/immediate-measures-to-increase-american-mineral-production/" rel="noreferrer noopener">executive order</a>, signed last Thursday, invokes the Defense Production Act to accelerate mineral development, deemed essential for defense, technology, and infrastructure. The order also calls for expediting permitting processes, removing regulatory barriers, and financing domestic mining projects.
The Pebble Project, located 200 miles southwest of Anchorage, is one of the world's largest undeveloped copper-gold deposits, with estimated reserves of 6.4 billion pounds of copper, 7.4 million ounces of gold, 300 million pounds of molybdenum, 37 million ounces of silver, and 200,000 kilograms of rhenium—a critical mineral used in military jet engines.
"The Pebble deposit is spectacular, with significant copper, gold, and silver credits. Every geologist would love to find a deposit like Pebble, but its location in a sensitive area raises concerns. Alaska is renowned for its fisheries, especially its valuable salmon resources in that region, "Gregory Beischer, CEO of Alaska Energy Metals (OTCQB:<a class="ticker" href="https://www.benzinga.com/stock/AKEMF#OTCQB">AKEMF</a>), <a target="_blank" href="https://www.benzinga.com/markets/commodities/24/07/40014663/alaska-energy-metals-ceo-nickel-demand-will-increase-23-times-by-2035" rel="noreferrer noopener">told Benzinga last year</a>.
The Biden administration <a target="_blank" href="https://www.benzinga.com/news/24/01/36558028/supreme-court-shuts-down-alaskan-pebble-mine-ambitions" rel="noreferrer noopener">halted the project</a> in January 2023, as the Environmental Protection Agency prohibited storing mine waste in the Bristol Bay watershed, citing environmental risks. Northern Dynasty has challenged the ruling, arguing that the veto violates various federal statutes regarding Alaska's statehood rights.
Beischer, a former president of the Alaska Miner's Association, believes that developing the mine while following environmental protection procedures is possible.
"As a mining engineer, I believe a mine could be developed without harming the fishery, but the resistance was strong," he noted. Yet, with Trump's latest order prioritizing mineral development, speculation is growing that the project could see renewed interest from regulators.
Beyond Northern Dynasty, other mining companies with operations in Alaska have benefited from the Trump administration's push for domestic resource development. Graphite One (OTCQX:<a class="ticker" href="https://www.benzinga.com/stock/GPHOF#OTCQX">GPHOF</a>), which is developing a graphite project in Alaska, saw its shares climb 5.5% as it positions itself as a key supplier for the growing battery industry. U.S. GoldMining (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/USGO#NASDAQ">USGO</a>), advancing the Whistler gold and copper project, is gaining traction as investors anticipate a more favorable permitting environment.

Shares of Intuitive Machines, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/LUNR#NASDAQ">LUNR</a>) rose sharply during Monday's session <a href="https://www.benzinga.com/quote/LUNR/earnings">following fourth-quarter results</a>.
Intuitive Machines reported fourth-quarter revenue of $54.66 million, missing analyst estimates of $55.77 million, according to Benzinga Pro. Total revenue was up 79% on a year-over-year basis. The company said it ended the quarter with a record backlog of $328.3 million, up 22% year-over-year.
Intuitive Machines shares jumped 17.2% to $8.29 on Monday.

Scholastic Posts Strong Earnings, Joins Ouster, Torrid Holdings, Adaptive Biotechnologies And Other Big Stocks Moving Higher On Friday

The Pebble Mine project in Alaska has entered 2025 with a "renewed sense of optimism. "After being blocked by the Biden administration due to <a target="_blank" href="https://www.benzinga.com/topic/environment" rel="noreferrer noopener">environmental concerns</a>, a change of administration has reignited hopes for its advancement.
In a <a target="_blank" href="https://northerndynastyminerals.com/investors/ceo-message/" rel="noreferrer noopener">letter</a> to shareholders, Ron Thiessen, CEO of Northern Dynasty Minerals (AMEX:<a class="ticker" href="https://www.benzinga.com/stock/NAK#AMEX">NAK</a>), the project's owner, noted the shifting political landscape and legislative progress.
"Knowing how important copper is to our way of life, and that Pebble is host to such a significant deposit of this critical metal, ensures that I remain enthusiastic moving this project forward," Thiessen said, citing the new administration's policies.
The Pebble project, located in southwest Alaska's Bristol Bay watershed, is one of the world's largest undeveloped copper and gold deposits. With an estimated 80.6 billion pounds of copper, 107.4 million ounces of gold, and 5.6 billion pounds of molybdenum, the project represents a $400 billion resource.
Proponents argue it could provide critical minerals essential for clean energy technologies, national security, and economic growth. However, the project has faced fierce opposition due to its potential environmental risks, particularly in the area supporting the world's largest sockeye salmon fishery.
Biden administration blocked the project in 2023, while the U.S. Supreme Court <a target="_blank" href="https://www.benzinga.com/news/24/01/36558028/supreme-court-shuts-down-alaskan-pebble-mine-ambitions" rel="noreferrer noopener">rejected the motion</a> against the Environmental Protection Agency (EPA), despite Governor Mike Dunleavy's (R-Alaska) <a target="_blank" href="https://www.benzinga.com/news/24/03/37874531/alaska-governor-wants-overhaul-of-mine-permitting-seeks-700b-in-economic-losses" rel="noreferrer noopener">appeal</a> that "the science is there to be able to develop the mine responsibly."
However, the project's fortunes shifted with Donald Trump's re-election. The new administration has prioritized domestic mining and resource development as cornerstones of self-sustainability regarding valuable critical minerals.
Trump has issued multiple executive orders to reverse Biden-era restrictions, such as "<a target="_blank" href="https://www.whitehouse.gov/presidential-actions/2025/01/unleashing-alaskas-extraordinary-resource-potential/" rel="noreferrer noopener">Unleashing Alaska's Extraordinary Resource Potential</a>," which directs federal agencies to review and revise actions hindering the state's resource development.
"Executive orders like this give us and the rest of the mining industry comfort that this is an administration with which our industry can do business for the benefit of all," Thiessen noted.
Furthermore, the <a target="_blank" href="https://www.congress.gov/bill/118th-congress/house-bill/8446" rel="noreferrer noopener">Critical Minerals Consistency Act</a> – which recently passed the U.S. House of Representatives with bipartisan support – recognizes copper as a critical mineral, helping the recognition of the world's largest undeveloped copper deposit further.
Finally, the Federal District Court of Alaska allowed the Northern Dynasty to add the U.S. Army Corps of Engineers to its lawsuit against the EPA. The Northern Dynasty challenged the agency's handling of the permitting process and argued that its veto was unjustified. If the veto is lifted, Northern Dynasty believes the project could move forward based on its Final Environmental Impact Statement (FEIS) findings, which outlines mitigation measures and environmental safeguards.
"Removal of the veto would clear the path for a reconsideration of the 404 application and allow for a fair and impartial decision supported by the comprehensive, transparent, and positive FEIS," Thiessen explained.

Alaska Governor Mike Dunleavy has issued a public plea to President Joe Biden to streamline the U.S. <a href="https://www.benzinga.com/topic/mining">mine permitting process</a>. 
The goal is to boost the domestic production of critical minerals and reduce reliance on foreign sources. The governor&#8217;s plea comes amid escalating legal battles and economic ramifications, particularly concerning the Alaskan <a href="https://www.benzinga.com/news/24/01/36558028/supreme-court-shuts-down-alaskan-pebble-mine-ambitions">Pebble Mine project</a>.
"Our message to the Biden administration is, ‘Do everything you can to do everything here in America. Get your permitting processes streamlined,&#8217;" Dunleavy <a href="https://www.nasdaq.com/articles/ceraweek-alaskas-governor-calls-on-biden-to-update-mine-permit-process">told</a> Reuters during the CERAWeek energy conference in Huston.
Dunleavy emphasized the imperative of aligning permitting procedures with national strategic interest, reflecting on a "somewhat nonsensical" push for greater adoption of electric vehicles while blocking cornerstone mining projects.
"If we don't get our permitting processes together, if we don't start to use data and science again instead of emotion, this chaos is going to continue," he noted.

Central to Dunleavy&#8217;s appeal is the contention that President Biden&#8217;s decision to block the Pebble Mine- the project, spearheaded by Northern Dynasty Minerals (AMEX:<a class="ticker" href="https://www.benzinga.com/stock/NAK#AMEX">NAK</a>), has been met with staunch opposition due to concerns over its potential ecological impact on Bristol Bay&#8217;s salmon fisheries.
The proposed Pebble mine has been contentious, drawing opposition from environmental groups and Alaska&#8217;s Republican Senators Lisa Murkowski and Dan Sullivan. However, Dunleavy remains steadfast in his support, emphasizing the coexistence of responsible mining practices with the preservation of Alaska&#8217;s natural resources.
"The science is there to be able to develop the mine responsibly," he said. "We can put the safeguards in, and that's why I'm a supporter," he said.
In response to the Biden administration&#8217;s actions, Dunleavy has pursued legal recourse, filing a <a href="https://law.alaska.gov/pdf/press/240315-Complaint.pdf">lawsuit</a> seeking over $700 billion in compensation for Alaska&#8217;s purported economic losses from Pebble Mine&#8217;s obstruction.
Northern Dynasty Minerals has mounted its legal challenges, filing lawsuits to <a href="https://alaskabeacon.com/wp-content/uploads/2024/03/NorthernDynastyFederalClaimsCourt.pdf">overturn</a> the EPA&#8217;s decision and seeking <a href="https://alaskabeacon.com/wp-content/uploads/2024/03/PebbleVsEPA.pdf">compensation</a> for incurred expenses related to the Pebble Mine project.
Still, the local community has its viewpoints. Jason Metrokin, president and CEO of Bristol Bay Native Corp., criticized the legal actions, arguing that the Environmental Protection Agency&#8217;s actions have the Alaskan support.
"It is simply a mistake for Northern Dynasty Minerals and the State of Alaska to continue to pursue the development of what could be North America's largest open pit mine near the headwaters of Bristol Bay's incredible salmon fisheries," Metrokin said in a <a href="https://www.bbnc.net/statement-from-bristol-bay-native-corporation-regarding-legal-challenges-to-epas-final-determination/">statement</a>, noting that fishing business provides over 15,000 jobs and generates around $2 billion in annual economic activity.

The U.S. Supreme Court has shut down Alaska&#8217;s ambition for the Pebble mine due to pollution concerns.
What Happened: The largest North American copper, gold, and molybdenum extraction site has faced nearly two decades of opposition.
Northern Dynasty Minerals (TSX:<a class="ticker" href="https://www.benzinga.com/stock/NDM#TSX">NDM</a>, NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NAK#NYSE">NAK</a>) argued that the proposed mine could provide employment opportunities for thousands of Alaskans. The Vancouver, Canada-based company insisted that the mine would yield substantial resources over a 20-year lifespan, including:

<li>7.4 million ounces of gold</li>
<li>300 million pounds of molybdenum</li>
<li>37 million ounces of silver and</li>
<li>200,000 kilograms of rhenium. </li>

Northern Dynasty also intended to store mine waste in the Bristol Bay watershed — home to the world&#8217;s largest sockeye salmon fisheries. 
Last January, the Environmental Protection Agency (EPA) rejected the company&#8217;s proposal in solidarity with Alaskan tribes who remain concerned about the project&#8217;s impact on the pristine watershed.
Why It Matters: The decision is seen as a win for environmental groups. 
Alaskan lawmakers supporting the project filed a motion in July urging the Supreme Court to overturn the EPA&#8217;s veto, arguing that it had the authority to hear the case before lower courts.
&#8220;Alaska tried to persuade the court that this is the rare kind of dispute that the justices should hear as a trial court, without having it go through lower courts first,&#8221; CNN's Supreme Court analyst and University of Texas professor Stephen Vladeck <a href="https://www.cnn.com/2024/01/08/politics/pebble-mine-alaska-copper-epa-supreme-court/index.html">said</a>.
&#8220;Although there's no explanation accompanying today's denial, it stands to reason that a majority of the justices disagreed and were willing to let the case go through ordinary litigation in the lower courts first,&#8221; he added.

Pebble Responds To U.S. Supreme Court Decision To Deny Alaska's Petition; Says "While It Is A Disappointing Decision, It Is Important To Note That This Is Not A Comment On The Arguments Put Forward By The State."

Northern Dynasty's Faces Further Delay As Alaska District Of The US Army Corps Of Engineers Gets Sixth Extension

Northern Dynasty Minerals Ltd. (TSX:<a class="ticker" href="https://www.benzinga.com/stock/NDM#TSX">NDM</a>);(NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NAK#NYSE">NAK</a>) ("Northern Dynasty" or the "Company") reports it has received an initial $2 million royalty investment under the second tranche investment of the Company's royalty agreement dated July 26, 2022 (the "Royalty Agreement'). The Company and the royalty investor ("the Royalty Holder") have also agreed to amend the terms of the Royalty Agreement ("the Amendment") in order to increase flexibility of payment installments and to extend the original July 25, 2024 expiration date. All currency figures are U.S. dollars.
Under the Revised Agreement, the Royalty Holder receives the right to fund the second $12 million tranche in six equal installments of $2 million each ("Additional Payment Installment"), with the right to receive approximately 0.33% of the payable gold production and 1% of the payable silver production from the Pebble Project per Additional Payment Installment made (representing 1/6 of the aggregate royalty under the second tranche). The Company received the first $2 million upon execution of the Amendment.
In the event the Royalty Holder completes all six installments (for a total of $12 million) on or before July 26, 2024, the expiration date of the Royalty Agreement will be extended until July 26, 2025. The remaining three tranches of $12 million each, as described in the Company's July 27, 2022 news release, have not been similarly subdivided, and the aggregate total purchase price of $60 million and maximum royalty rates (10% of payable gold production and 30% of payable silver production) remain unchanged from the original Royalty Agreement.
"We are working with the Royalty Holder to ensure this funding vehicle is structured in the most effective way for both parties," said Ron Thiessen, President and CEO of Northern Dynasty Minerals. "We have agreed with the Royalty Holder to provide flexibility by dividing the $12 million second tranche into six, $2 million payments. The first of these $2 million payments has been made. In addition, we have agreed that if the Royalty Holder completes the full $12 million second tranche by July 26, 2024, we will extend the expiration date for one year."
"Our objective remains to receive the full $60 million which, when completed, increases our financial liquidity. It also allows us to continue the pursuit of the responsible development of the Pebble Project, one of if not the most important critical minerals and metals deposits for the United States of America and the State of Alaska. This project will only be developed with standards that assure the participation of people in the region, Alaska as a whole, and with assurances the environment and subsistence and commercial fisheries are safeguarded at all times," Mr. Thiessen continued.
As reported on July 27, 2022, the first tranche of $12 million was received by the Company in return for the right of the Royalty Holder to receive 2% of the payable gold production and 6% of the payable silver production from the Pebble Project, in each case after accounting for a notional payment by the Royalty Holder of $1,500 per ounce of gold and $10 per ounce of silver, respectively, for the life of the mine. If, in the future, spot prices exceed $4,000 per ounce of gold or $50 per ounce of silver, then the Company will share in 20% of the excess price for either metal. Additionally, the Company will retain a portion of the metal produced for recovery rates in excess of 60% for gold and 65% for silver, and so is incentivized to continually improve operations over the life of the mine.
