Northern Dynasty Minerals Ltd. (TSX:<a class="ticker" href="https://www.benzinga.com/stock/NDM#TSX">NDM</a>)(NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NAK#NYSE">NAK</a>) ("Northern Dynasty" or the "Company") reports it has received the remaining $10 million royalty payment under the second tranche of the Company's royalty agreement dated July 26, 2022 (the "Royalty Agreement') and the amended Royalty Agreement (the "Amendment") dated November 13, 2023. All currency figures are U.S. dollars.
Under the Amendment, the royalty investor (the "Royalty Holder") received the right to fund the second $12 million tranche in six equal installments of $2 million in exchange for the right to receive approximately 0.33% of the payable gold production and 1% of the payable silver production from the Pebble Project per each additional payment installment made (representing 1/6 of the aggregate royalty under the second tranche). Alaska Governor Mike Dunleavy has issued a public plea to President Joe Biden to streamline the U.S. <a href="https://www.benzinga.com/topic/mining">mine permitting process</a>. 
The goal is to boost the domestic production of critical minerals and reduce reliance on foreign sources. The governor&#8217;s plea comes amid escalating legal battles and economic ramifications, particularly concerning the Alaskan <a href="https://www.benzinga.com/news/24/01/36558028/supreme-court-shuts-down-alaskan-pebble-mine-ambitions">Pebble Mine project</a>.
"Our message to the Biden administration is, ‘Do everything you can to do everything here in America. Get your permitting processes streamlined,&#8217;" Dunleavy <a href="https://www.nasdaq.com/articles/ceraweek-alaskas-governor-calls-on-biden-to-update-mine-permit-process">told</a> Reuters during the CERAWeek energy conference in Huston.
Dunleavy emphasized the imperative of aligning permitting procedures with national strategic interest, reflecting on a "somewhat nonsensical" push for greater adoption of electric vehicles while blocking cornerstone mining projects.
"If we don't get our permitting processes together, if we don't start to use data and science again instead of emotion, this chaos is going to continue," he noted.

Central to Dunleavy&#8217;s appeal is the contention that President Biden&#8217;s decision to block the Pebble Mine- the project, spearheaded by Northern Dynasty Minerals (AMEX:<a class="ticker" href="https://www.benzinga.com/stock/NAK#AMEX">NAK</a>), has been met with staunch opposition due to concerns over its potential ecological impact on Bristol Bay&#8217;s salmon fisheries.
The proposed Pebble mine has been contentious, drawing opposition from environmental groups and Alaska&#8217;s Republican Senators Lisa Murkowski and Dan Sullivan. However, Dunleavy remains steadfast in his support, emphasizing the coexistence of responsible mining practices with the preservation of Alaska&#8217;s natural resources.
"The science is there to be able to develop the mine responsibly," he said. "We can put the safeguards in, and that's why I'm a supporter," he said.

Northern Dynasty Minerals has mounted its legal challenges, filing lawsuits to <a href="https://alaskabeacon.com/wp-content/uploads/2024/03/NorthernDynastyFederalClaimsCourt.pdf">overturn</a> the EPA&#8217;s decision and seeking <a href="https://alaskabeacon.com/wp-content/uploads/2024/03/PebbleVsEPA.pdf">compensation</a> for incurred expenses related to the Pebble Mine project.
Still, the local community has its viewpoints. Jason Metrokin, president and CEO of Bristol Bay Native Corp., criticized the legal actions, arguing that the Environmental Protection Agency&#8217;s actions have the Alaskan support.
"It is simply a mistake for Northern Dynasty Minerals and the State of Alaska to continue to pursue the development of what could be North America's largest open pit mine near the headwaters of Bristol Bay's incredible salmon fisheries," Metrokin said in a <a href="https://www.bbnc.net/statement-from-bristol-bay-native-corporation-regarding-legal-challenges-to-epas-final-determination/">statement</a>, noting that fishing business provides over 15,000 jobs and generates around $2 billion in annual economic activity.

The U.S. Supreme Court has shut down Alaska&#8217;s ambition for the Pebble mine due to pollution concerns.
What Happened: The largest North American copper, gold, and molybdenum extraction site has faced nearly two decades of opposition.
Northern Dynasty Minerals (TSX:<a class="ticker" href="https://www.benzinga.com/stock/NDM#TSX">NDM</a>, NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NAK#NYSE">NAK</a>) argued that the proposed mine could provide employment opportunities for thousands of Alaskans. The Vancouver, Canada-based company insisted that the mine would yield substantial resources over a 20-year lifespan, including:

<li>7.4 million ounces of gold</li>
<li>300 million pounds of molybdenum</li>
<li>37 million ounces of silver and</li>
<li>200,000 kilograms of rhenium. </li>

Northern Dynasty also intended to store mine waste in the Bristol Bay watershed — home to the world&#8217;s largest sockeye salmon fisheries. 
Last January, the Environmental Protection Agency (EPA) rejected the company&#8217;s proposal in solidarity with Alaskan tribes who remain concerned about the project&#8217;s impact on the pristine watershed.
Why It Matters: The decision is seen as a win for environmental groups. 
Alaskan lawmakers supporting the project filed a motion in July urging the Supreme Court to overturn the EPA&#8217;s veto, arguing that it had the authority to hear the case before lower courts.
&#8220;Alaska tried to persuade the court that this is the rare kind of dispute that the justices should hear as a trial court, without having it go through lower courts first,&#8221; CNN's Supreme Court analyst and University of Texas professor Stephen Vladeck <a href="https://www.cnn.com/2024/01/08/politics/pebble-mine-alaska-copper-epa-supreme-court/index.html">said</a>.
&#8220;Although there's no explanation accompanying today's denial, it stands to reason that a majority of the justices disagreed and were willing to let the case go through ordinary litigation in the lower courts first,&#8221; he added.

What&#8217;s Next: Northern Dynasty&#8217;s stock plummeted 34% following the news. John Shively, CEO of its 100%-owned U.S.-based subsidiary Pebble Limited Partnership ("Pebble Partnership" or "PLP") made the following statement regarding the decision:
"While it is a disappointing decision, it is important to note that this is not a comment on the arguments put forward by the state. We have long stated our belief that the EPA has acted outside of its regulatory authority and that remains our position today. The legal issues raised by the state will now work their way through the federal courts. We will also evaluate our legal options in contesting the extraordinary steps the EPA has taken to preemptively stop the Pebble Project. Pebble is an important project for Alaska and the nation. It could create jobs for Alaskans, provide an economic catalyst for the state and provide a much-needed source of critical minerals for the long-term safety and security of the United States."

Northern Dynasty's Faces Further Delay As Alaska District Of The US Army Corps Of Engineers Gets Sixth Extension

Northern Dynasty Minerals Ltd. (TSX:<a class="ticker" href="https://www.benzinga.com/stock/NDM#TSX">NDM</a>);(NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NAK#NYSE">NAK</a>) ("Northern Dynasty" or the "Company") reports it has received an initial $2 million royalty investment under the second tranche investment of the Company's royalty agreement dated July 26, 2022 (the "Royalty Agreement'). The Company and the royalty investor ("the Royalty Holder") have also agreed to amend the terms of the Royalty Agreement ("the Amendment") in order to increase flexibility of payment installments and to extend the original July 25, 2024 expiration date. All currency figures are U.S. dollars.
Under the Revised Agreement, the Royalty Holder receives the right to fund the second $12 million tranche in six equal installments of $2 million each ("Additional Payment Installment"), with the right to receive approximately 0.33% of the payable gold production and 1% of the payable silver production from the Pebble Project per Additional Payment Installment made (representing 1/6 of the aggregate royalty under the second tranche). The Company received the first $2 million upon execution of the Amendment.
In the event the Royalty Holder completes all six installments (for a total of $12 million) on or before July 26, 2024, the expiration date of the Royalty Agreement will be extended until July 26, 2025. The remaining three tranches of $12 million each, as described in the Company's July 27, 2022 news release, have not been similarly subdivided, and the aggregate total purchase price of $60 million and maximum royalty rates (10% of payable gold production and 30% of payable silver production) remain unchanged from the original Royalty Agreement.
"We are working with the Royalty Holder to ensure this funding vehicle is structured in the most effective way for both parties," said Ron Thiessen, President and CEO of Northern Dynasty Minerals. "We have agreed with the Royalty Holder to provide flexibility by dividing the $12 million second tranche into six, $2 million payments. The first of these $2 million payments has been made. In addition, we have agreed that if the Royalty Holder completes the full $12 million second tranche by July 26, 2024, we will extend the expiration date for one year."
"Our objective remains to receive the full $60 million which, when completed, increases our financial liquidity. It also allows us to continue the pursuit of the responsible development of the Pebble Project, one of if not the most important critical minerals and metals deposits for the United States of America and the State of Alaska. This project will only be developed with standards that assure the participation of people in the region, Alaska as a whole, and with assurances the environment and subsistence and commercial fisheries are safeguarded at all times," Mr. Thiessen continued.
As reported on July 27, 2022, the first tranche of $12 million was received by the Company in return for the right of the Royalty Holder to receive 2% of the payable gold production and 6% of the payable silver production from the Pebble Project, in each case after accounting for a notional payment by the Royalty Holder of $1,500 per ounce of gold and $10 per ounce of silver, respectively, for the life of the mine. If, in the future, spot prices exceed $4,000 per ounce of gold or $50 per ounce of silver, then the Company will share in 20% of the excess price for either metal. Additionally, the Company will retain a portion of the metal produced for recovery rates in excess of 60% for gold and 65% for silver, and so is incentivized to continually improve operations over the life of the mine.

Notwithstanding, aggressive investors choose penny stocks for the prospect of making monster returns with only a few cents and dollars. After all, some of the world&rsquo;s most successful companies are former penny stocks, with Apple (NASDAQ:<a href="https://investorplace.com/stock-quotes/aapl-stock-quote/">AAPL</a>), Monster Beverage Corporation (NASDAQ:<a href="https://investorplace.com/stock-quotes/mnst-stock-quote/">MNST</a>), and Ford (NYSE:<a href="https://investorplace.com/stock-quotes/f-stock-quote/">F</a>) being classic examples.



Goldman Sachs (NYSE:<a href="https://investorplace.com/stock-quotes/gs-stock-quote/">GS</a>) and Bank of America&rsquo;s (NYSE:<a href="https://investorplace.com/stock-quotes/bac-stock-quote/">BAC</a>) bullish 2024 economic forecasts all add to the thesis.



Goldman Sachs has raised its target for the S&amp;P 500 at the <a href="https://www.reuters.com/markets/us/goldman-sachs-lifts-2024-sp-500-target-5200-upbeat-profit-outlook-2024-02-19/">end of the year to 5,200</a>, thanks to falling inflation and a &ldquo;dovish&rdquo; Fed attitude. Meanwhile, Bank of America, with a goal of 5,000, <a href="https://newsroom.bankofamerica.com/content/newsroom/press-releases/2023/11/bofa-global-research-calls-2024--the-year-of-the-landing--.html">believes the economy</a> has adjusted to higher rates and inflation has stabilized.



These forecasts can also get supercharged after the US election in November and when the three interest rate cuts take place. This means the time for investing in penny stocks is now, as these offer up to 218% in potential upside.



<h3>Phunware (PHUN)</h3>

Analysts are predicting an average price target of $18, indicating a <a href="https://www.tipranks.com/stocks/PHUN/forecast">potential upside of 218%</a>, even if the stock is up 36% in 2024.



Phunware&rsquo;s excellent stock performance is partly <a href="https://investors.phunware.com/news-events/press-releases/detail/307/phunware-signs-multi-year-renewals-of-mobile-solutions-with">due to multi-year renewals</a> of its mobile solutions with major hotel and healthcare customers. This boosted the company&rsquo;s position in corporate cloud platforms for mobile engagement.



Having <a href="https://investors.phunware.com/news-events/press-releases/detail/303/phunware-expands-hospitality-portfolio-via-a-multi-year">inked a multi-year agreement</a> with PAL+ and Escapades Memphr&eacute;magog, Phunware is also growing in the hotel industry.



As part of a bigger strategy to use blockchain technology to increase engagement and revenue, Phunware also continuously enhances its digital asset ecosystem by introducing new currencies <a href="https://investors.phunware.com/sec-filings/all-sec-filings/content/0001628280-23-010188/0001628280-23-010188.pdf">like PhunCoin and PhunToken</a>.



Apart from its strides in blockchain technology and hospitality, Phunware is also performing financially. It exceeded its internal revenue targets for the first quarter of 2024, <a href="https://investors.phunware.com/news-events/press-releases/detail/310/phunware-reports-significant-improvement-in-first-quarter">reduced its net loss by 46%</a>, and reported an almost 1,500% increase in its cash position. PHUN also has an &ldquo;at-the-market&rdquo; equity program in place to offer up to $120 million for further expanding its operations or shoring up its balance sheet.



<h2>Canaan (CAN)</h2>

However, it&rsquo;s down 50% this year, as investors take profits after the fourth Bitcoin halving on April 20.



However, Canaan can reverse the negative momentum <a href="https://investor.canaan-creative.com/news-releases/news-release-details/canaan-unveils-new-avalon-a1566-mining-machines-bitcoin-asia">through its newest offering</a>, the Avalon A1566, revealed at the Bitcoin Asia show in Hong Kong. The A1566 is the most powerful Bitcoin miner the company has made so far and is part of the Avalon A15 line.



Demand for the product is strong. In June, <a href="https://www.prnewswire.com/news-releases/canaan-inc-secures-large-avalon-miner-a1566-purchase-order-from-cipher-mining-technologies-inc-302165764.html">Canaan received a big order</a> from Cipher Mining Technologies to buy its Avalon Miner A1566.



However, the best thing Canaan can do to boost investor confidence is to perform on the bottom line. Canaan&rsquo;s unaudited <a href="https://investor.canaan-creative.com/news-releases/news-release-details/canaan-inc-reports-unaudited-first-quarter-2024-financial">first-quarter 2024 financial results</a> reveal earnings of $35.1 million, above analysts&rsquo; expectations, a 182.1% increase in mining revenue to $10.5 million, and the narrowing of CAN&rsquo;s net loss by 71.7% from the previous period to $39.4 million. This demonstrates a bright start to the year and a substantial mining revenue increase between quarters.



Unsurprisingly, thanks to excellent financials and the hype surrounding crypto, CAN has a potential 180% upside. However, only one analyst is reporting this, so take it with a grain of salt when investing.



<h2>Northern Dynasty (NAK)</h2>

However, the project&rsquo;s legal issues make NAK stock, which trades at 29 cents, riskier even for penny stocks.



On the positive side, Northern Dynasty&rsquo;s Pebble Project Preliminary Economic Assessment (PEA) <a href="https://northerndynastyminerals.com/site/assets/files/4984/pebble-project-pea-report-update_2022_final_08-11-2022_a.pdf">shows strong expected financial results</a> and a lot of promise for metal output, such as copper, gold, and rhenium.



In addition, Northern Dynasty <a href="https://finance.yahoo.com/news/northern-dynasty-receives-initial-advance-233500153.html">received an initial advance</a> under the second tranche of a modified royalty arrangement. With this arrangement, financing for the Pebble Project is guaranteed, and the royalty holder will receive a portion of any future production of gold and silver. Northern Dynasty also executed a convertible note and private placement for $23 million to finance the Pebble Project.



Since the <a href="https://biologicaldiversity.org/w/news/press-releases/coalition-takes-action-against-epa-for-failing-to-implement-clean-water-act-2024-05-02/">Clean Water Act provides the EPA</a> with broad regulatory authority, the project&rsquo;s legal challenges are significant. Earlier this year, Northern Dynasty <a href="https://northerndynastyminerals.com/news/news-releases/2024/northern-dynasty-files-motion-to-modify-its-epa-veto-complaint-by-adding-new-claims-against-the-us-army-corps-of-engineers/">sued the federal government twice</a> for blocking the Pebble mine. NAK recently moved to add U.S. Army Corps of Engineers allegations to its EPA case.
