New York, May 19, 2025 -- Moody's Ratings (Moody's) has downgraded to Aa1 from Aaa the long-term senior unsecured debt ratings of Federal National Mortgage Association (Fannie Mae), Federal Home Loan Mortgage Corporation (Freddie Mac), Federal Home Loan Banks (FHLBank System), Federal Farm Credit Banks (Farm Credit System) and Resolution Funding Corporation (REFCO). The rating outlooks on FHLBank System's and Farm Credit System's Aa1 senior unsecured ratings were changed to stable from negative. Fannie Mae and Freddie Mac's outlooks were also changed to stable from negative.
Private Export Funding Corporation's (PEFCO) local currency senior secured debt rating, senior secured MTN program rating, and backed senior secured rating were downgraded to Aa1 from Aaa, to (P)Aa1 from (P)Aaa, and to Aa1 from Aaa, respectively. PEFCO's local currency senior unsecured debt rating and senior unsecured MTN program rating were downgraded to Aa2 from Aa1, and to (P)Aa2 from (P)Aa1, respectively. &nbsp;The outlook on PEFCO was changed to stable from negative.
In addition, we downgraded to Aa1 from Aaa the long-term bank deposit ratings of all eleven regional Federal Home Loan Banks, including Federal Home Loan Bank of Atlanta, Federal Home Loan Bank of Boston, Federal Home Loan Bank of Chicago, Federal Home Loan Bank of Cincinnati, Federal Home Loan Bank of Dallas, Federal Home Loan Bank of Des Moines, Federal Home Loan Bank of Indianapolis, Federal Home Loan Bank of New York, Federal Home Loan Bank of Pittsburgh, Federal Home Loan Bank of San Francisco and Federal Home Loan Bank of Topeka. The rating outlooks on each of the Federal Home Loan Banks' long-term deposit ratings were changed to stable from negative.
We also affirmed the FHLBank System's Prime-1 short-term issuer rating. We affirmed the Prime-1 short-term bank deposit ratings and a1 baseline credit assessments (BCAs) of Federal Home Loan Bank of Atlanta, Federal Home Loan Bank of Boston, Federal Home Loan Bank of Chicago, Federal Home Loan Bank of Cincinnati, Federal Home Loan Bank of Dallas, Federal Home Loan Bank of Des Moines, Federal Home Loan Bank of Indianapolis, Federal Home Loan Bank of New York, Federal Home Loan Bank of Pittsburgh, Federal Home Loan Bank of San Francisco and Federal Home Loan Bank of Topeka.
We also affirmed the Farm Credit System's (P)Prime-1 other short-term rating. We affirmed the Aa3 long-term issuer ratings and a1 BCAs of AgFirst Farm Credit Bank, AgriBank, FCB and The Farm Credit Bank of Texas. The Farm Credit Bank of Texas' Baa1 (hyb) preferred stock non-cumulative rating was also affirmed. The outlooks on the long-term issuer ratings of AgFirst Farm Credit Bank, AgriBank FCB and The Farm Credit Bank of Texas remain stable.
We also affirmed the Prime-1 other short-term ratings of Fannie Mae and Freddie Mac, Fannie Mae's Ca (hyb), and Freddie Mac's Ca preferred stock non-cumulative ratings.
The Prime-1 local currency commercial paper ratings of PEFCO were also affirmed.
The rating actions follow the 16 May 2025 downgrade of the Government of United States of America (US Government) to Aa1 with a stable outlook from Aaa with a negative outlook ("Moody's Ratings downgrades United States ratings to Aa1 from Aaa; changes outlook to stable", <a href="https://ratings.moodys.com/ratings-news/443154">https://ratings.moodys.com/ratings-news/443154</a>).

'Moody's Ratings Takes Rating Actions On U.S. Government-Sponsored Enterprises Following U.S. Sovereign Downgrade'

NVIDIA Corporation (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NVDA#NASDAQ">NVDA</a>) CEO Jensen Huang <a href="https://www.benzinga.com/25/05/45488816/jensen-huang-electrifies-computex-2025-with-ai-masterplan-rtx-5060-dgx-station-nvidia-constellation-and-more-revealed-we-realize-now-were-an-infrastructure-ai-company">announced new details </a>of the company's roadmap at a keynote this week.
The announcement and future roadmap items could help send Nvidia stock higher and Huang might not know for days, weeks or months at a time.
Humble Huang: While the <a href="https://www.benzinga.com/news/management/25/01/42771258/worlds-top-10-richest-people-gained-more-wealth-in-2024-than-costco-and-nikes-combined-valuation-how-elon-musk-warren-buffett-and-others-fared">wealth of Huang</a> has soared in 2024 and 2025 alongside the soaring stock price of Nvidia, the CEO and co-founder wouldn't know it on most days.
That&#8217;s because Huang sometimes doesn&#8217;t even look at the Nvidia stock price.
&#8220;Not every day, sometimes I&#8217;ll look at the end of the day,&#8221; Huang&nbsp;<a href="https://x.com/SquawkCNBC/status/1844718686835236937" target="_blank" rel="noreferrer noopener">revealed&nbsp;</a>on CNBC&#8217;s &#8220;Squawk Box&#8221; last year when asked about whether he looks at his company&#8217;s stock price every day.
Huang was also asked if looking at Nvidia&#8217;s stock price impacts how good or bad he feels.
&#8220;No,&#8221; Huang quickly answered.
During the unscheduled appearance on CNBC, the anchors called Nvidia &#8220;arguably the most successful company in America today,&#8221; referencing the company&#8217;s rising market capitalization.
Nvidia&nbsp;<a href="https://www.benzinga.com/news/23/05/32630114/nvidia-becomes-ninth-company-to-hit-1-trillion-market-cap-who-could-be-next-to-join-elusive-club" target="_blank" rel="noreferrer noopener">became a $1 trillion company</a>&nbsp;in May 2023 based on market capitalization, joining a limited number of public companies to hit the milestone.
It took the company less than nine months to reach a $2 trillion market capitalization after passing the $1 trillion milestone. Nvidia took even less time to go from $2 trillion to $3 trillion, hitting the milestone in 96 days and setting a new record for the short time between the two milestones.
Nvidia&nbsp;<a href="https://www.benzinga.com/news/24/06/39386946/microsoft-apple-step-aside-nvidia-is-now-the-most-valuable-public-company-in-the-world" target="_blank" rel="noreferrer noopener">briefly became the&nbsp;</a>world&#8217;s most valuable public company in 2024, passing&nbsp;Apple&nbsp;and&nbsp;Microsoft. With a current market capitalization of $3.295 trillion, Nvidia ranks second, trailing only Microsoft.
Huang brushed off the notion that Nvidia&#8217;s rising market capitalization was an overnight success.
&#8220;32 years,&#8221; Huang said when the anchors discussed the milestones hit by Nvidia.

Nvidia Roadmap: In a<a href="https://www.benzinga.com/25/04/44821993/nvidia-stock-could-get-boost-from-another-jensen-huang-keynote-speech-heres-the-date-and-details"> highly anticipated keynote speech</a> in Taiwan, Huang unveiled Nvidia's future ambitions, including bets on personal AI supercomputers and an AI infrastructure hub in Taiwan.

Regeneron Pharmaceuticals Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/REGN#NASDAQ">REGN</a>) announced Monday that it has secured the winning bid in the bankruptcy auction for key assets of 23andMe Holding Co. in a <a target="_blank" href="https://www.benzinga.com/pressreleases/25/05/g45489983/regeneron-enters-into-asset-purchase-agreement-to-acquire-23andme-for-256-million-plans-to-maintai" rel="noreferrer noopener">$256 million deal</a> to boost its genetics-based drug discovery efforts.
The acquisition includes 23andMe&#8217;s Personal Genome Service, Total Health, Research Services divisions, its Biobank, and associated infrastructure. Regeneron plans to keep consumer services running without disruption and expects the transaction to close in the third quarter of 2025.
Regeneron pledged to uphold 23andMe&#8217;s privacy policies to address concerns over data use and comply with all applicable regulations. A court-appointed Customer Privacy Ombudsman will review the intended data use and oversee privacy safeguards throughout the process.

He noted that Regeneron has already partnered globally to match de-identified genetic information from nearly three million participants with electronic health records, accelerating breakthroughs in treatments for cancer, infectious diseases, and immune disorders.
Aris Baras, head of the Regeneron Genetics Center, reaffirmed the company&#8217;s focus on ethical data use and scientific advancement. He said the acquisition supports Regeneron&#8217;s vision of utilizing large-scale genomic research to improve human health.
Following completion, 23andMe will become a wholly owned subsidiary of Regeneron. The transaction does not include the company&#8217;s Lemonaid Health division.
Regeneron held Cash and marketable securities of <a target="_blank" href="https://www.benzinga.com/pressreleases/25/04/g45061738/regeneron-reports-first-quarter-2025-financial-and-operating-results" rel="noreferrer noopener">$17.625 billion</a> as of March 31, 2025.

The term ‘short squeeze' entered retail investors' vocabulary in January 2021 when GameStop (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GME#NYSE">GME</a>) went parabolic following a coordinated effort by traders on Reddit. Short sellers had attempted to profit from GameStop&#8217;s demise by borrowing shares from their broker and immediately selling on the open market.
The selling and the company&#8217;s lagging business would drive the price down, so the short sellers were hoping to buy the shares back later for less and pocket the difference. Instead, Reddit traders and a stronger-than-expected business pushed the price up. This sent short-sellers scrambling to buy shares back and close out their positions, causing the stock to go up even faster.
These &#8220;short squeezes&#8221; often peter out as quickly as they materialize, but profits can be exponential for those who find entry points before the catalyst.
Now that markets have recovered from April&#8217;s tariff drama, let&#8217;s take a look at some still-downbeat stocks primed for a short squeeze.
Here are five stocks with huge potential for a short squeeze run-up.

However, now that the harshest tariffs have been rolled back and the odds of a recession are dropping, apparel stocks could be primed for a comeback, and Abercrombie is still flashing bullish technical signals. The stock has been down over 40% year-to-date (YTD) but up 13% in the last 30 days.

The stock recently saw its 14-day exponential moving average (EMA) cross the 21-day EMA, indicating short-term bullish momentum. ANF's price has struggled to break above this level since President Trump announced his reciprocal tariffs, but now the breakout has occurred, and the RSI is still cooperating by staying below 70. ANF shares trade at just 7.5 times earnings, and the company still has some of the best margins in the apparel business. It also reports earnings on May 28, so a potential short-squeeze catalyst awaits.

Of course, we aren't worried about the path to profitability when hunting short squeezes, and APLD shares have some bullish technical signals to go along with over 30% short interest. The stock dipped following a revenue miss on the April 14 earnings report, but shares have been shrugging off the bad report and moving higher. Like ANF, the stock chart shows the 14-day EMA crossing the 21-day EMA, with the price hugging the 14-day EMA as support. Analysts are still bullish on the stock, with Needham, Cantor Fitzgerald, and HC Wainwright defending their Buy ratings following earnings. The average price target between these three is $9, indicating a potential upside of over 55%.

When stocks are shorted to this level, there's usually a good reason, and a parabolic GameStop-esque rally isn't in the cards. However, AISP reported a 25% revenue surprise to the upside during its May 15 earnings report, sending the stock up 4% in after-hours trading. It was the third straight quarter the company had increased revenue, and it&#8217;s now trading above its 50-day and 200-day simple moving averages (SMAs) for the first time since February.

The breakout above the 50-day and 200-day SMAs indicates more potential upside ahead, especially if the 50-day heads back over the 200-day SMA and triggers a Golden Cross.

Quantum computing could be the next technology frontier that investors clamor to venture into, and Nvidia Corp&#8216;s (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NVDA#NASDAQ">NVDA</a>) reported <a href="https://www.benzinga.com/25/05/45486464/nvidias-quantum-pivot-chip-giant-reportedly-mulls-major-stake-in-psiquantum-amid-rising-global-interest">investment in quantum upstart </a><a href="https://www.benzinga.com/25/05/45486464/nvidias-quantum-pivot-chip-giant-reportedly-mulls-major-stake-in-psiquantum-amid-rising-global-interest">PsiQuantum</a> could just be the match that ignites the fire.
As per Reuters, Nvidia is in deep discussions to heavily invest in PsiQuantum, a company developing quantum computers on a scalable basis with the use of mainstream chip production — an applied benefit that gives it an edge over competitors employing more unusual approaches. 
PsiQuantum is currently collaborating with the U.S. and Australian governments to construct systems in Chicago and Brisbane. This year, it reportedly raised $750 million in investment from investors such as BlackRock, taking its valuation to $6 billion.
This might be a watershed moment for the quantum theme. For investors not yet willing to take a plunge in early-stage startups per se, quantum and <a href="https://www.benzinga.com/etfs">AI-oriented ETFs</a> offer a more diversified entry into exposure. It&#8217;s now said to be in negotiations to invest millions in PsiQuantum, a company that might develop usable quantum systems much sooner than originally anticipated.
