WASHINGTON, May 29 (Reuters) - The White House is weighing a plan to clear a record backlog of requests from small refineries for exemptions from U.S. biofuel laws, which could include approving many current applications and requesting industry input to deal with older ones, according to three sources familiar with the plans.
The U.S. Renewable Fuel Standard requires refiners to blend biofuels like corn-based ethanol into the nation's fuel supply or buy renewable fuel credits, known as RINs, from those who do.
Small refiners can petition the Environmental Protection Agency to receive an exemption if they can show financial hardship. There are more than 160 outstanding requests for exemptions that represent potentially billions of dollars worth of tradeable credits.
A decision from U.S. President Donald Trump's administration to clear the backlog would have consequences for the oil and agricultural industries, and impact the price of commodities from gasoline and renewable diesel to soybeans and corn, along with the companies that produce them. In the past, widespread exemptions have sent credit prices lower, along with prices for soybeans and ethanol.
The White House is considering granting many of the 19 requests for exemptions from 2024, and issuing a rule seeking input on how to deal with the others, some of which date back to 2016, the sources said.
The Trump administration sees approving some requests and delaying others as less of a shock to the multi-billion-dollar credit market than deciding on all of them at once, the sources said.
The White House would also likely force larger refiners TO make up for the exempted gallons in a process known as reallocation, but the details are still being worked out, the sources said.
No final decision on a path forward has been made, the sources said, and details could change as industries step up engagement with the administration.
The White House declined to comment.
Molly Vaseliou, an EPA spokesperson, said there have been multiple reports about how the administration plans to tackle the exemptions, with different conclusions. She said news reports were "rumors" from people trying to influence the biofuel credit market. She did not confirm or deny the details reported by Reuters.
Decisions on small refinery exemptions are made in a collaborative effort by the U.S. Department of Energy and the EPA, but the White House's Energy Dominance Council - along with White House aide Stephen Miller - has taken a lead role this time around, underscoring its importance, the sources told Reuters.
During the first Trump administration, the EPA significantly increased the number of exemptions approved, driving down the price of the renewable fuel credits and angering the Farm Belt, which said the exemptions hurt a program that drove investment in the Midwest.
The administration of former President Joe Biden was critical of the exemptions and let the applications linger without any decisions, resulting in the buildup.
The RFS gives refiners who need to buy credits to comply with the program roughly two years to submit them to the EPA, complicating the administration's efforts to resolve outstanding credits from 2016 until 2022 that are effectively worthless.

Meta aimed to keep growing the product before building a business around it, Zuckerberg said Wednesday. Zuckerberg highlighted opportunities to either insert paid recommendations or offer <a target="_blank" href="https://www.benzinga.com/media/25/03/44191670/meta-ai-assistant-may-get-paid-subscriptions-ads-llama-4-upgrade-in-the-works" rel="noreferrer noopener">a subscription service</a>.

Most people <a href="https://youtu.be/NcwYsdkbvrc?si=WZ_GGiDhqoSzimQW">call into "The Ramsey Show" </a>wondering how to climb out of debt. But one recent caller? He and his wife are trying to do the opposite. They're in their 20s, fresh out of college, no debt, $200,000 combined income, six months of emergency savings—and their big question was whether investing 60% of their take-home pay was a little too much.
Turns out, it might be.
Not because they're saving too aggressively—Dave Ramsey loves intensity—but because they're skipping a key step almost every millionaire he's studied has taken.
"Very, very few people that we have studied… that became wealthy used that plan," Ramsey said. "Instead, what they have done is they bought and then paid off a home."

The couple, who just got married and are currently renting, laid out their plan: live on her $60,000 salary and invest his $85,000 take-home in 401(k)s, HSAs, and other vehicles. Their goal? For her to eventually become a stay-at-home mom.
But Ramsey had one question that changed the tone: "What about your house?"
They didn't have one. And to him, that's a red flag—because he's seen what happens when people rent for life. "You can 100% count on rent going up your entire life as long as you rent," he said. "Your largest item is out of your control."
In his book "Baby Steps Millionaires," Ramsey details a study of 10,000 net-worth millionaires. Most of them followed a path that involved a modest home, <a href="https://www.benzinga.com/personal-finance/25/05/45601995/she-owns-the-property-but-hes-still-got-the-mortgage-dave-ramsey-says-this-huge-mistake-during-a-divorce-could-haunt-men-for-years">a long-term mortgage</a>, and slow, steady investing. That's not to say saving 60% is bad—it's just rare, and in Ramsey's view, less efficient.
"I would save a maximum of 15% of my household income into retirement… stop the HSA, build up a fat juicy down payment, and buy a house in Texas," Ramsey said.

And he's not just talking theoretically. The data backs him up. According to the <a href="https://www.federalreserve.gov/publications/files/scf23.pdf">Federal Reserve</a>, the median net worth of homeowners is around $400,000, while the median for renters is just $10,400. That's not a typo—renters, on average, have less than 3% of the wealth homeowners do.

Billionaire Elon Musk is a self-proclaimed man of many hats, <a href="https://www.benzinga.com/general/education/24/06/39547388/happy-birthday-elon-musk-53-facts-and-figures-about-tesla-spacex-ceo-on-his-53rd-birthday">leading several companies</a> with titles like chairman, CEO and founder.
A recent Benzinga reader survey revealed which of the companies Musk leads would be the favorite for investors if they had access to all his companies, both public and private.
What Happened: Musk is best known as the CEO of Tesla Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TSLA#NASDAQ">TSLA</a>), an<a href="https://www.benzinga.com/news/earnings/25/04/44937440/tesla-q1-misses-estimates-as-tariff-pressures-weigh-on-outlook-lower-cost-evs-still-on-track"> electric vehicle giant </a>that is one of the most valuable companies in the world, worth $1.17 trillion.
The world's richest man also has roles at SpaceX, The Boring Company, Neuralink, X and xAI. Two of those companies, X and xAI, recently merged in a deal that valued the combined social media and AI business at $113 billion.
SpaceX is one of the most valuable private companies ever <a href="https://www.benzinga.com/24/12/42453807/spacex-hits-350-billion-valuation-in-insider-share-sale-ceo-elon-musk-says-no-investors-wanted-to-sell-shares">with a valuation</a> of $350 billion as of December 2024. Neuralink <a href="https://www.benzinga.com/general/health-care/25/05/45634160/elon-musks-neuralink-hits-9-billion-valuation-with-new-funding">was recently valued </a>at $9 billion and The Boring Company was last valued at $5.6 billion in 2022.
Add it up, and the companies that Musk is associated with are worth more than $1.6 trillion.
Fans of Musk would likely love to invest in his other ventures outside of Tesla, but they remain private. Musk has no plans to take any of the other companies public, but recently suggested that the Starlink division could be spun off of SpaceX and go public.
Musk <a href="https://wccftech.com/elon-musk-breaks-silence-on-spacex-making-weaponized-drones-a-starlink-ipo/">said </a>it was "possible that Starlink may go public at some point in the future." The billionaire said there was "no rush to go public," likely disappointing a lot of fans ready to invest their money in another one of his ventures.
Benzinga recently polled readers to see which Musk company they would invest in, given the opportunity between all of the ventures.
"If all of the Musk-related companies were currently public at recent valuation, which would you most want to invest in?" Benzinga asked.
The results were:

<li>SpaceX (with minority ownership of Starlink): 27%</li>
<li>X and xAI: 19%</li>
<li>Tesla: 16%</li>
<li>Neuralink: 8%</li>

The poll results show that there is strong interest from investors to have access to SpaceX and Starlink. The combination of X and xAI ranked third with 19%. Musk suggested that the company could go public again in the future at the time of his $44 billion buyout of X, which was then known as Twitter, back in 2022.
While Neuralink and The Boring Company ranked fifth and sixth, the overall results show that Tesla is far from the most popular investment option. Only 16% picked Tesla as their top Musk investment, meaning 84% of those polled picked another company.

Why It's Important: Musk has suggested an IPO of Starlink <a href="https://www.benzinga.com/news/24/06/39519229/elon-musk-dismisses-rumors-of-spacex-ipo-as-it-reportedly-seeks-210b-valuation-pressure-for-short-te">over the years,</a> with milestones like profitability among the factors that could determine a public listing.
Spinning off the unit from SpaceX would see the space company still maintain partial ownership and open the door for additional capital and investment opportunities.
Musk has previously stated that Tesla investors could get priority access to any future IPOs like that of Starlink.
The combination of X and xAI, with the social media unit recently gaining in value and seeing increased engagement and advertisers returning, could be a compelling investment with access to the growth of new media like X and the artificial intelligence sector.
Right now investors have limited ways to get exposure to the other Musk companies. The Ark Venture Fund counts SpaceX as<a href="https://www.benzinga.com/news/financing/25/05/45297876/after-spacex-cathie-wood-bets-big-on-elon-musks-xai"> its top holding</a> at 14.6% of assets and X/xAI ranks third at 6.3% of assets.
The Destiny Tech 100 (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/DXYZ#NYSE">DXYZ</a>) closed-end fund often spikes on positive news for SpaceX and the space sector with SpaceX the largest weighting in the fund. The fund often trades above its net asset value with investors paying a premium to get access to SpaceX.
Alphabet Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GOOG#NASDAQ">GOOG</a>) (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GOOGL#NASDAQ">GOOGL</a>) was <a href="https://www.benzinga.com/general/space/25/04/45000102/google-parent-alphabet-got-8-billion-unrealized-profit-boost-reportedly-from-investment-in-elon-musks-spacex">an early investor</a> in SpaceX and maintains a stake in the company, which could increase in value over time.
The ERShares Private-Public Crossover ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/XOVR#NASDAQ">XOVR</a>) also offers <a href="https://entrepreneurshares.com/ershares-etfs/entr-etf/#fund-top-10-holdings">exposure </a>to SpaceX, which is the top holding, with 9.5% of assets devoted to it.

Despite this, investor concerns have lingered over the acquisition price, approximately <a href="https://www.benzinga.com/news/large-cap/25/05/45648306/motorola-strengthens-defense-tech-portfolio-with-5-billion-silvus-acquisition" target="_blank" rel="noreferrer noopener">$5 billion including potential earnouts</a>.
Motorola did acknowledge meaningful revenue contributions tied to Ukraine in previous quarters. It attempted to ease those concerns by pointing to growth excluding Ukraine and noting that international sales comprise roughly one-third of overall revenue.
The company emphasized that its decision followed over a year of due diligence, likely addressing those same performance concerns, and noted it has taken a cautious approach in its forward guidance.
Why It Matters: Motorola highlighted a solid and growing business pipeline, bolstered in part by heightened regional conflict, which helped showcase Silvus&#8217; technological effectiveness and broadened appeal across its customer base.
Cardoso highlights that the Silvus acquisition is expected to be immediately accretive to EBITDA margins, with a projected pro-forma margin of 32.6% in 2025.
While the deal is also anticipated to contribute positively to earnings within 12 months post-close, likely by the third or fourth quarter of 2025, the analyst conservatively expects the EPS impact to be &#8220;modest&#8221;.
The earnings lift, Cardoso notes, will likely stem from a combination of factors, including debt reduction as well as incremental revenue and profit growth following integration.
Overall, Motorola&#8217;s strong competitive positioning, proven ability to execute strategic acquisitions that expand its product portfolio, and high-quality earnings underpinned by robust free cash flow support a valuation premium relative to historical averages.
Cardoso also highlights improved financial reporting transparency as an additional factor justifying the higher multiple.

Plug Power, Inc. The company revealed that its liquid hydrogen facility in Woodbine, Georgia produced 300 metric tons of liquid hydrogen in April 2025, marking its highest monthly output since operations began.

Powered by Plug&#8217;s proprietary GenEco proton exchange membrane electrolyzer technology, the Georgia plant was built to deliver 15 tons per day at full capacity.
According to Andy Marsh, Plug&#8217;s CEO, &#8220;Plug&#8217;s Georgia plant is doing exactly what it was built to do, delivering real hydrogen at real scale using Plug technology.&#8221;
Marsh emphasized that the operation reflects Plug&#8217;s commitment to commercial hydrogen production, rather than just pilot programs or conceptual initiatives.
The Woodbine facility is one of several sites within Plug&#8217;s expanding U.S. hydrogen infrastructure, which includes plants in Tennessee and Louisiana.
Combined, these operations are capable of producing 40 tons of liquid hydrogen daily, securing Plug&#8217;s position as the nation&#8217;s largest liquid hydrogen producer.
Jose Luis Crespo, Plug&#8217;s Chief Revenue Officer, stated that strong output in Georgia validates customer demand for GenEco electrolyzers and strengthens long-term growth.
&#8220;Producing and delivering hydrogen with our own technology strengthens customer value, improves margins, and supports long-term commercial growth,&#8221; he said.

What To Know: FTSE Russell confirmed on Wednesday that Reddit will join the Russell 3000 at the close of trading on June 27, 2025, as part of its annual index reconstitution. This inclusion means Reddit will also be added to either the Russell 1000 or Russell 2000 index, determined by objective, market-capitalization rankings and style attributes.
The addition is significant because Russell indexes are commonly used by institutional investors and index funds as benchmarks. As of June 2024, roughly $10.6 trillion in assets were benchmarked to these indexes. Companies added to the Russell 3000 often see increased investor attention and inflows due to automatic fund rebalancing.
Reddit went public in March 2024 and remains one of the most visited websites globally.

What's Going On With Reddit Shares Today?

Mullen Automotive Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/MULN#NASDAQ">MULN</a>) shares are diving Thursday after the company announced a <a href="https://www.benzinga.com/pressreleases/25/05/g45668272/mullen-automotive-inc-announces-reverse-stock-split-effective-june-2-2025">1-for-100 reverse stock split</a>. 
What To Know: Electric vehicle manufacturer Mullen announced that it will effect a 1-for-100 reverse stock split of its common stock, effective June 2. The company&#8217;s stock will begin trading on a split-adjusted basis at the market open on Monday.
Mullen said the reverse stock split is intended to bring the company into compliance with the Nasdaq&#8217;s minimum bid listing requirements of $1 per share. 
Mullen shareholders voted to approve a proposal on May 21 allowing the company to authorize a reverse stock split in the range of 1-for-2 to 1-for-250. The company&#8217;s board approved the 1-for-100 reverse split this week. 
No fractional shares will be issued in connection with the split. All fractional shares will be rounded up to the nearest whole share.

Mullen Automotive Stock Is Tumbling Thursday: What's Driving The Action?

Despite delivering a staggering 1,100% return since October 2022, Nvidia Corp (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NVDA#NASDAQ">NVDA</a>) may still have <a href="https://www.benzinga.com/topic/semiconductors">meaningful upside ahead</a>.
On Thursday, Bank of America's top semiconductor analyst Vivek Arya reiterated a Buy rating on the stock. He lifted his earnings forecasts and boosted the price target from $160 to $180. This implies a further 30% rally from current levels.
Shares climbed 3% to $139 by 2:00 p.m. ET, touching $143.84 intraday — the highest since February — as investor confidence grew on the heels of Nvidia's latest earnings report. The Santa Clara, California-based firm highlighted resilient margins and <a href="https://www.benzinga.com/analyst-ratings/analyst-color/25/05/45675006/nvidia-stock-has-significant-upside-as-ai-godfather-jensen-huang-delivers-another-robust-quarter">accelerating data center momentum.</a>

<h3 class="wp-block-heading">Nvidia's Growth Story Just Got Even Stronger</h3>
Arya is forecasting long-term earnings power of $10 per share, driven by the company's AI hardware dominance.
Arya estimates Nvidia holds 80-85% of the total market for AI data center chips — a position he describes as &#8220;best-in-class in opportunity and execution.&#8221;
The expert upped the earnings forecast for calendar year 2027 to $7.23 per share, up 12%. One of the key reasons for this upgrade is the rapid ramp-up of Nvidia's Blackwell platform. 
"Blackwell racks are now in full production," Arya said, with major hyperscalers deploying close to 1,000 units per week. 
Given a $2.5 million-plus average selling price per rack, this points to a quarterly revenue opportunity exceeding $30 billion. When extended across Nvidia's top-tier customers, that could mean over $100 billion in annual revenue potential from just a few hyperscalers.
The analyst also noted that China is now "de-risked," as Nvidia's $15 billion in H20 chip sales for the first half of 2025 have already been modeled. That visibility into China demand reduces near-term geopolitical uncertainty, a major concern for investors following tightening U.S. export controls.
Another pivotal development is the expected rebound in gross margins, which Arya sees returning to the mid-70% range by the end of 2025. 
This improvement, he said, is a "sign of improving demand and rack-scale execution," helped in part by networking solutions like NVLink, Spectrum-X and BlueField, which are now widely deployed.
<h3 class="wp-block-heading">Cash Flow Strengthens The Investment Case</h3>
Arya continues to see Nvidia's fundamentals as uniquely strong. The company's free cash flow margin is hovering around 50%, more than twice the 19% average among the &#8216;Magnificent Seven.&#8217; 
He also underscored Nvidia's compelling valuation, with a price-to-earnings-to-growth ratio of just 0.9 compared to 3.0 for the peer group.
According to Arya, Nvidia stands to gain even more from the global AI infrastructure push, especially as capital expenditures extend beyond U.S. tech firms. 
"AI capex is diversifying from just U.S. clouds to now multiple sovereign deployments," Arya said, pointing to recent developments in Saudi Arabia.
Using a broader total addressable market estimate of $450 billion to $500 billion, Arya indicates Nvidia could hit or surpass $10 per share in earnings by 2027 if its current market share holds.
<h3 class="wp-block-heading">What Could Go Wrong?</h3>
Still, Arya acknowledged several execution risks. The company's plan to launch major new products on an annual cycle — each October — could strain its supply chain and internal operations. 
"Faster product cadence increases execution risks," he said, referencing delays seen during the initial Blackwell rollout.
He also flagged that reliable power and infrastructure remain key constraints in AI deployment. 
"Deployment of data centers with reliable access to high power is as much of a bottleneck as access to chips," Arya said.
Last but not least, with AI now a strategic asset in global politics, Nvidia remains vulnerable to regulatory and trade policy risks — especially involving China and export controls.

Bank Of America Hikes Nvidia Price Target To $180, Sees Annual Earnings Per Share To Hit $10

Spruce Point Capital Management has announced a new short position against Tempus AI Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TEM#NASDAQ">TEM</a>). On Wednesday, the short seller raised concerns about <a href="https://www.benzinga.com/quote/TEM/earnings">the company&#8217;s management team</a>.
What To Know: Tempus AI shares are tumbling Wednesday morning. Shortseller Spruce Point targeted the Chicago-based company in a new report titled &#8220;The Tempest Surrounding Tempus AI.&#8221;
The firm blasted Tempus AI founder and CEO Eric Lefkofsky&#8216;s past. Lefkofsky and his partner Brad Keywell, Spruce says, have a history of promoting disruptive technology companies only to cash out. As a result, shareholders are left behind.
&#8220;We believe that Tempus Labs (now promoted as Tempus AI) is their next big technology promotion that is likely to disappoint,&#8221; the short seller said. 
A spokesperson for Tempus AI told Benzinga that the report is filled with inaccurate information.
&#8220;Some investment firms focus on shorting stocks and publishing content they think will scare off investors. We do not intend to respond to a report that is riddled with hypotheticals and inaccuracies and fails to address Tempus&#8217; history of strong financial performance and impressive growth. We remain focused on delivering shareholder value, taking advantage of the enormous opportunity of bringing AI to healthcare, and helping patients live longer and healthier lives,&#8221; a Tempus spokesperson said.
Spruce Point highlighted the sale of Starbelly.com to HA-LO industries during the dotcom bubble. HA-LO went on to file for bankruptcy in 2001. A lawsuit reportedly revealed that Lefkofsky told his team to be &#8220;wildly positive&#8221; in its forecasts, among other strong commentary.
Lefkofsky and Keywell were also reportedly involved in promoting Groupon, which restated revenues by close to 50%. Groupon shares are down approximately 94.5% since IPO, according to <a href="http://pro.benzinga.com">Benzinga Pro</a>. The duo also promoted InnerWorkings, which went down a similar path, the short seller said. 
Spruce Point raised concerns about several Tempus AI board members who have connections to previous fraud allegations. The short seller now sees signs of &#8220;aggressive and suspicious&#8221; accounting practices at Tempus, including adjusted EBITDA calculations that benefit from a novel debt forgiveness structure and potential circularity of cash flows between related parties that results in revenue for the company. 
Spruce Point noted that although the company rebranded from Tempus Labs to Tempus AI, the company&#8217;s AI-related revenue remains minimal with less than 2% of total revenue coming from AI applications. 
&#8220;This stark disconnect between the Company's branding and its financial reality raises significant questions about the substance of its AI narrative and whether the rebrand reflects true technological leadership or simply an effort to capitalize on prevailing market enthusiasm,&#8221; the short seller said.
Spruce Point also said it has serious concerns about the integrity of the company&#8217;s product as demonstration videos &#8220;call into question the accuracy of its data collection and AI services.&#8221;
The short seller warned investors that it sees potential downside risk of 50% to 60% in Tempus AI shares following a swift rise in the stock so far this year.
Price Action:&nbsp;<a href="http://benzinga.com/quote/tem" target="_blank" rel="noreferrer noopener">Tempus AI shares</a>&nbsp;were down 16.6% at $54.80 at the time of publication Wednesday. Despite Wednesday&#8217;s decline, the stock is still up approximately 62% year-to-date, according to&nbsp;<a href="http://pro.benzinga.com/" target="_blank" rel="noreferrer noopener">Benzinga Pro</a>.
