Despite its diminished role compared to services, manufacturing still packs a $7 trillion punch—roughly 25% of GDP. Global X sees tariff policies and supply chain recalibrations as potential sparks for growth.
Here's the kicker: historical trends show even a 1% bump in tariffs can lead to a 0.2% boost in new orders and longer work hours. According to JPMorgan analyst Jason Hunter, small-cap stocks may finally be ready to outperform their mega-cap tech peers. This may be good news for investors in the iShares Core S&amp;P Small-Cap ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/IJR#NYSE">IJR</a>), the iShares Russell 2000 ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/IWM#NYSE">IWM</a>) and the Vanguard Small Cap ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/VB#NYSE">VB</a>)

Hunter points to a "bullish pattern progression" forming in 2024 as the Russell 2000 climbed from a multi-quarter base. Small caps have broken through the 2282-2299 resistance zone, making 2432-2486 the next short-term goal, and the move has shown no signs of losing steam yet. The recent rally in small-cap stocks, especially in the Russell 2000 Index, seems to be moving closer to 2021 cycle highs, which could mean a big shift in market dynamics.
For now, the index stays decisively bullish. As long as it holds above the 2260 post-election breakaway gap, Hunter sees the bulls maintaining control, with potential support anchored around the 2100s, courtesy of the 200-day moving average and October's breakout zone.
<h2 class="wp-block-heading">Small Cap Vs. NASDAQ 100: A New Market Leader?</h2>
According to Hunter, the Russell 2000's recent moves aren't just about technical strength – they're about a potential regime change.

The ratio of the Russell 2000 to the NASDAQ 100 is flirting with key resistance levels. A breakout here would confirm that small caps are set to lead, while big tech, which has dominated for two years, may start to lag. 
Hunter calls this a "tentative rotation to more cyclically sensitive groups." This trend, he believes, could continue into 2025 if the Russell/NASDAQ ratio breaks out decisively this quarter.
<h2 class="wp-block-heading">What's Driving Small-Cap Strength?</h2>
Even before the election-driven rally in U.S. equities, post-September FOMC price action had already put a bullish wind at the back of small caps. Hunter notes that small caps have consistently held key supports, including the October channel and moving averages, creating a setup for continued gains.
The Russell 2000's next targets include 2585, derived from the recent ascending triangle pattern. If the index clears these levels, it could signal a more sustainable trend favoring cyclicals over mega-cap tech. But a reversal back below these supports could be a sign that the small-cap rally is just a temporary phenomenon.
<h2 class="wp-block-heading">Cyclicals In Control – For Now</h2>
Hunter's outlook stays cautiously optimistic, but he warns that the future performance of small caps versus tech hinges on whether they can maintain these breakout levels. While he sees continued bullish momentum into early 2025, Hunter emphasizes that tracking the Russell/NASDAQ ratio is key to confirming any real change in market leadership.
If this trend holds, 2024 could mark a major shift back to small caps and cyclicals. For now, though, it's up to the Russell 2000 to prove this rally is more than a fleeting burst of strength.

Russell 2000 Rallies, JPMorgan Analyst Says Small Cap May Outperform Mega-Cap Peers

The Federal Reserve&#8217;s recent 50 basis point rate cut marks a notable shift in monetary policy, with significant implications for both the U.S. economy <a href="https://www.benzinga.com/markets/emerging-markets">and global markets</a>.

Brendan Ahern, CIO of KraneShares, believes the Fed's 50 bps rate cut is the beginning of a larger easing cycle.
According to Ahern, &#8220;Another 50 basis point reduction is expected later this year, with an additional 100 basis points projected for 2025.&#8221; 
While some fear the possibility of a mild recession, Ahern points out that the U.S. economy is still displaying resilience. <h2 class="wp-block-heading">WisdomTree&#8217;s Senior Economist: &#8220;I Am Surprised"</h2>
WisdomTree senior economist Professor Jeremy Siegel offered a candid take, expressing surprise at the Fed's bold move. &#8220;I&#8217;ll have to say, I am surprised. I was saying of course I wanted 50, you know I even wanted more, but I didn&#8217;t think he was going to do it.&#8221;
Siegel&#8217;s analysis also highlights the Fed's response to catching up with inflation control. "They realize that they were a bit behind the curve and now they are catching up," he said.
Siegel believes the rate cuts lower the probability of a recession, helping sustain economic strength.

Specifically, the eight-day SMA at $213.80, the 20-day SMA at $215.07 and the 50-day SMA at $214.41 all suggest a bullish signal, reflecting the ETF&#8217;s robust upward momentum. 
Despite the strong bullish trend, IWM is currently experiencing slight selling pressure, indicating potential short-term volatility. The ETF&#8217;s position well above its 200-day SMA of $203.57 further supports a positive technical outlook, suggesting continued strength in the small-cap sector.
If the Fed goes big with a half-point cut, small caps might steal the show. But even a modest 25-basis-point cut could keep the rally alive—for now. 
Investors may want to keep an eye on the SPDR S&amp;P 600 Small Cap ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SLY#NYSE">SLY</a>) for broader exposure to small-cap companies that might benefit from lower rates.

(NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/AMZN#NASDAQ">AMZN</a>) and Microsoft Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/MSFT#NYSE">MSFT</a>) have cash reserves of $87 billion and $80 billion, respectively.
Their financial flexibility allows for strategic acquisitions of smaller companies with important new technology or business lines. Microsoft&#8217;s $10-billion investment in OpenAI, the developer of ChatGPT, last year exemplifies this capability.
Yardeni suggests the fastest-growing, highest-potential companies may have already partnered with large-cap firms or private equity investors.
&#8220;That, of course, implies that the laggards are left to trade in the S&amp;P 400 and S&amp;P 600—suggesting that investors will return to larger-cap alternatives sooner rather than later,&#8221; he said.

Vanguard Utilities ETF 
Vanguard Utilities ETF follows the MSCI US Investable Market Utilities 25/50 Index, holding 65 securities in its basket, with none accounting for more than 12.4% share. About 62.4% of the portfolio is allocated to electric utilities, closely followed by multi utilities (25.3%). Vanguard Utilities ETF charges 10 bps in annual fees and sees a good volume of around 171,000 shares on average. It has AUM of $5.7 billion and a Zacks ETF Rank #3. 
iShares Core S&amp;P Small-Cap ETF 
iShares Core S&amp;P Small-Cap ETF offers exposure to U.S. small-cap stocks and follows the S&amp;P SmallCap 600 Index. It holds 681 stocks in its basket, with none accounting for more than 2% of the assets. Financials, industrials, consumer discretionary, information technology and healthcare are the top five sectors with double-digit exposure each. iShares Core S&amp;P Small-Cap ETF has AUM of $78.5 billion and trades in an average daily volume of 3 million shares. The product charges investors 6 bps in annual fees. 
iShares Russell 2000 ETF 
iShares Russell 2000 ETF is the largest and most popular ETF in the small-cap space, with an AUM of $59 billion and an average daily volume of 27 million shares. iShares Russell 2000 ETF holds well-diversified 1,937 stocks in its basket and has key holdings in industrials, financials, information technology, healthcare and consumer discretionary. iShares Russell 2000 ETF charges 19 bps in annual fees and has a Zacks ETF Rank #2 (Buy). 
Vanguard Small-Cap ETF 
Vanguard Small-Cap ETF follows the CRSP US Small Cap Index and holds a basket of 1,417 stocks, with none holding more than 0.5% of assets. Vanguard Small-Cap ETF is widely spread across various sectors, with industrials, consumer discretionary, financials, information technology and healthcare being the top five. Vanguard Small-Cap ETF has AUM of $55.3 billion and trades in a solid average daily volume of about 562,000 shares. VB charges 5 bps in fees per year from investors.

What Happened: Greene&#8217;s filing on Thursday marks her first periodic transaction report since June 2022, adhering to the &#8220;Stock Trading on Congressional Knowledge Act.&#8221; This act mandates U.S. lawmakers to publicly disclose financial transactions within 45 days of occurrence, typically within a value range.

No DJT Trades: Greene, an ardent backer of Republican Presidential candidate Donald Trump, incidentally did not do any new transaction in Trump Media &amp; Technology Group Corp. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/DJT#NASDAQ">DJT</a>), the former president&#8217;s media company that <a href="https://www.benzinga.com/markets/equities/24/03/37963370/trumps-djt-stock-is-worth-52x-more-than-nvidia-by-1-data-point">came public in late March following its merger with SPAC Digital World Acquisition.</a>
The stock is down about 16% since its public debut.
When Digital World Acquisition announced its decision with Trump Media &amp; Technology Group in 2021, Green was the first Congress member to invest in the SPAC. She then reported that she along with her then-husband Perry Greene bought $15,001-$50,000 worth of the SPAC&#8217;s shares
Greene hasn&#8217;t disclosed any sale of the stock since then.
The stock market has been on a tear this year despite the headwinds. The SPDR S&amp;P 500 ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SPY#NYSE">SPY</a>), an ETF that tracks the broader S&amp;P 500 Index, rose 0.34% to $506.74, in premarket trading, according to <a href="https://benzinga.grsm.io/lxquj26b2sag">Benzinga Pro data. </a>It has gained over 6.5% so far this year.

Marjorie Taylor Greene Reveals New Stock Trades After 2-Year Gap: Berkshire Hathway, Goldman Sachs And Microsoft Make The List — But Trump's DJT Doesn't

Count <a href="https://apolloacademy.com/author/tslokapollo-com/">Torsten Sløk</a>, chief economist at Apollo Global Management (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/APO#NYSE">APO</a>) as a skeptic of the artificial intelligence (AI) hype behind much of the recent stock market rally.
In a note published over the weekend titled "The Current AI Bubble is Bigger than the 1990s Tech Bubble," <a href="https://apolloacademy.com/author/tslokapollo-com/">Sløk</a> writes that the top 10 companies in the S&amp;P 500 today have a higher forward price-to-earnings (P/E) ratio than the top 10 companies had in the mid-1990s during the tech bubble.

A forward price-to-earnings ratio is a valuation metric that divides the current share price by the estimated next year's earnings per share. A lower ratio means that a stock is cheaper, all else being equal.
The median forward P/E ratio of the top 10 companies in the S&amp;P today is around 40, while in 2000, at the peak of the tech bubble, the same metric was relatively much lower at only about 25.
It's not the first time Apollo Global's leading economist flagged valuation concerns among the market's largest companies.

In a note published on Jan. 9, Apollo pointed out that the market cap of the Magnificent Seven equaled the size of the Japanese, Canadian and U.K. markets combined.
Just because a company has a high forward price-to-earnings ratio does not mean it will live up to its growth expectations. It's just that investors are leaving less margin of safety for any possible growth disappointments.&nbsp;
Extra risk market concentration brings more risk if one or more of these high flyers cannot live up to its growth targets.
The SPDR S&amp;P 500 ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SPY#NYSE">SPY</a>) tracks the S&amp;P 500 index, a market cap-weighted index of large- and mid-cap U.S. stocks.
The top 10 holdings of the SPDR ETF account for over 31% of its total assets, leaving passive index investors potentially more exposed to concentration risk than they might realize.
Whether or not the AI bubble bursts or lives up to its high expectations is a question investors will have to tackle in the years to come. However, for those skeptical of valuations or market concentration, it might pay to remember the lessons from economist John Maynard Keynes, who shared that markets can stay irrational for longer than an investor can stay solvent.
Investors who have ridden the AI wave up have been rewarded. The S&amp;P 500, led by its big tech components, is already up over 7% year to date. Meanwhile, small-cap exchange-traded funds (ETFs) without the major AI players, such as the Vanguard Small-Cap Index Fund ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/VB#NYSE">VB</a>), have lagged, gaining just over 2% year to date.

Apollo's Chief Economist Sounds Alarm On AI Bubble, Warning It's 'Bigger Than The 1990s Tech Bubble'

Small-cap exchange-traded funds (ETFs) have witnessed their largest weekly inflows since Bank of America began tracking <a href="https://www.benzinga.com/topic/small-caps">the data in 2017.</a> 
According to a note shared Wednesday, this surge is predominantly fueled by retail investors, marking a significant shift in market dynamics. 
Over the past 23 weeks, 22 have seen positive inflows, culminating in a record-breaking week that attracted over $3.5 billion into small-cap ETFs.
Data derived from Tradingview shows that the Pacer US Small Cap Cash Cows ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/CALF#NYSE">CALF</a>) has emerged as a frontrunner, drawing in over $3 billion in the last three months, closely followed by the Vanguard Small-Cap ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/VB#NYSE">VB</a>) with $2.6 billion of inflows, of which $1.615 billion recorded in the last month alone. 
Despite this record influx of funds, Bank of America highlights that small caps remain undervalued relative to their historical performance.

Bank of America&#8217;s analysis suggests a turning tide for small caps. Analyst Jill Carey Hall, CFA, maintains a bullish outlook, predicting that 2024 could mark the year when small caps outperform large caps for the first time in nearly a decade. 
This optimism stems from a resilient small-cap sector, which has priced in a recession that has yet to materialize, as evidenced by the Russell 2000&#8217;s performance.
With investor sentiment improving and valuations becoming more attractive, small caps present a compelling opportunity for long-term investors. The Russell 2000&#8217;s forward P/E ratio has dipped to 14.3x, positioning small caps as the only size segment that is historically inexpensive. 
According to Bank of America, the valuation gap between small and large caps is reminiscent of the disparity seen during the Tech Bubble, which preceded a decade of exceptional returns for small caps.
Bank of America&#8217;s analysis implies potential annualized returns of 10% over the next decade for the Russell 2000, compared to a modest 3% for the Russell 1000.
For 2024, Bank of America reinforces the strategy of focusing on value within the small and mid-cap spaces. This approach favors high-quality stocks over non-earners. Financials, Communication Services, and Industrials are identified as top sector overweights within small caps.
