U.S. Treasury Secretary Scott Bessent has signaled <a href="https://www.benzinga.com/markets/cryptocurrency/25/04/44610530/strategic-bitcoin-embrace-by-us-could-trigger-global-crypto-policy-shift-says-grayscale">a major policy shift</a> toward fostering innovation in financial technology, saying the Trump administration will "take a close look at regulatory impediments to blockchain, stablecoins and new payment systems."
What Happened: The <a href="https://x.com/DocumentingBTC/status/1909962480958218540">remarks</a> came during his keynote address at the American Bankers Association conference in Washington.
The statement marks the clearest indication yet that the U.S. Treasury is preparing to reassess the regulatory landscape around decentralized technologies and digital financial infrastructure.
"We will consider reforms to unleash the awesome power of the American capital markets," Bessent said. "Americans deserve a financial services industry that works for all Americans, including and especially Main Street. Under President Trump's leadership, the Treasury Department and I will deliver that to you."
The announcement comes at a time when the administration is recalibrating its stance on both domestic financial regulation and international trade strategy.

Why It Matters: In a Q&amp;A <a href="https://www.bloomberg.com/news/articles/2025-04-09/bessent-sees-a-deal-with-allies-then-group-approach-on-china">session</a> following his speech, Bessent shifted to trade policy, outlining a plan to coordinate with U.S. allies on a unified economic approach toward China.
He acknowledged that while America's military relationships with its allies have been strong, economic cooperation has not always kept pace.
"They've been good military allies, not perfect economic allies. But we can probably reach a deal with our allies," Bessent said. "Then we can approach China as a group."
He issued a sharp warning to the European Union, which recently announced tariffs on approximately €21 billion ($23.2 billion) of U.S. goods in response to metal-related disputes. 
In particular, Bessent criticized signs of an EU pivot toward Beijing, noting that such a move "would be cutting your own throat."
Bessent emphasized that China stands alone in escalating trade tensions with the U.S., while several Indo-Pacific countries, including Japan, Vietnam, South Korea, and India, have initiated or expressed interest in trade negotiations with Washington. 
A Vietnamese delegation is scheduled to arrive in D.C. this week, he noted.
Bessent also addressed recent moves by the People's Bank of China, which has allowed the yuan to weaken for five consecutive sessions, pushing the currency to its lowest offshore level since the market was established in 2010. 
In a Fox Business interview, Bessent labeled China as "the worst offenders in the international trading system."
"What Beijing should not do is try to devalue their way out of this," he said, warning that such a move could trigger a chain reaction. "Any devaluation campaign would spur the rest of the world to keep raising their tariffs to offset the devaluation."

Instead of panicking, he sees pullbacks as opportunities. In the same <a href="https://transcripts.cnn.com/show/lcl/date/2025-04-04/segment/01">CNN interview</a>, former White House Director of Communications Anthony Scaramucci, pushed back on O&#8217;Leary, raising concerns about what O&#8217;Leary would say if this happened under a Kamala Harris administration.&nbsp;
&#8220;If 80 days into the Harris administration, we drop $10 trillion of market capitalization, and all of our trading partners lost faith in us, Kevin would be having a heart attack,&#8221; he said.
Despite the jab, O&#8217;Leary stood by his stance, responding, "Harris is not president. Trump is. And if you didn&#8217;t like him 12 years ago, you don&#8217;t like him now. I get it. But that&#8217;s not the issue.&#8221;

<h2 class="wp-block-heading">Buying When It Feels Worst</h2>
Speaking with <a href="https://www.youtube.com/watch?v=qX1pZvus5Uo">Yahoo Finance</a> last month, O'Leary shared a similar sentiment. "Nobody likes volatility," he said. "But as an investor, you learn that you have to hold your nose. And when there&#8217;s blood in the streets, you have to be buying."
He <a href="https://www.benzinga.com/news/25/03/44408147/kevin-oleary-says-nobody-likes-volatility-but-investors-must-hold-their-nose-and-buy-when-theres-blood-in-the-streets">pointed to the Nasdaq</a>, where some stocks were already down 30% to 40%, and the Russell 2000, which he says is full of undervalued companies. Rather than chasing individual names, he's been buying index funds.
"I bought more because it's on sale," he said.
O'Leary added that trying to time the bottom is a waste of energy. "Never think you're going to catch the bottom. I don&#8217;t even guess to do that. I don&#8217;t try and time the market."

<h2 class="wp-block-heading">Backing Trump on Tariffs</h2>
O'Leary also addressed President Donald Trump's tariff push, which has drawn criticism in recent weeks. He argued that the tariffs are tools for negotiation and that Trump's approach is aimed at reaching fairer trade deals.
"You have to think of them as negotiating tools of economic warfare," he said. "If you can get to zero tariffs, that's the best outcome. That's called free trade."
He said the US is now in discussions with around 60 countries and already seeing movement from places like Thailand, Cambodia, the European Union and even Sen. John Kennedy (R-LA), who <a href="https://www.kennedy.senate.gov/public/press-releases?ID=39C792B7-8579-4F78-9862-E40970DE4448">called for</a> zero tariffs between Canada and the US.
Despite the noise, O'Leary says the underlying data tells a different story. "We just got the jobs numbers. The economy is just fine," he said.
At the end of the day, O'Leary says he's focused on results, not headlines. "Maybe you don&#8217;t like watching sausage being made. Obviously, Trump doesn&#8217;t care. He&#8217;s an unusual character that way. But I don&#8217;t care about the noise, I care about the outcome."

And then there's Palo Alto, where Link sees an even bigger trend than AI &#8211; cybersecurity. Palo Alto's next-gen security offerings are growing 30% annually, and its firewall business is holding strong in double digits. 
With consolidation driving demand for platform solutions and free cash flow margins at 37%, Link says it's a must-own in a sector where bigger is better.

Meta, IBM, Palo Alto Networks: Why Stephanie Link Is Doubling Down On These Tariff-Proof Tech Titans

Germany's newly formed CDU/CSU-SPD coalition will not roll back the country's <a href="https://www.benzinga.com/markets/cannabis/24/10/41336543/is-germany-set-to-become-next-cannabis-giant-we-tripled-within-one-year-says-industry-insider">cannabis legalization law</a>, known as CanG, despite internal pressure from Bavaria's conservative leadership. Instead, the government will proceed with a scheduled evaluation of the policy in late 2025, leaving the current legal framework unchanged for now.
The decision marks a significant moment for Europe's largest economy, which became one of the most progressive <a href="https://www.benzinga.com/topic/germany-cannabis">cannabis markets</a> on the continent when it removed cannabis from the country's Narcotics List in 2024. As of April 1, 2024, adults in Germany are permitted to cultivate, possess and consume limited amounts of cannabis for personal use. Since July 1, 2024, individuals have also been able to apply to form cannabis cultivation associations under strict guidelines.
According to <a href="https://internationalcbc.com/germanys-coalition-decides-no-changes-to-cang-law-for-now">ICBC</a>, "no changes to the law are reportedly being made right now, although future evaluations will occur as part of the coalition agreement."
<h2 class="wp-block-heading">Coalition Talks Spark Debate, But End In Compromise</h2>
As <a href="https://www.mdr.de/nachrichten/deutschland/politik/cannabis-legalisierung-ruecknahme-koalitionsvertrag-100.html">MDR Aktuell</a> reported, the reversal of cannabis legalization "is not included in the coalition agreement of the Union and SPD." This outcome represents a compromise between factions within the new black-red coalition, particularly following weeks of lobbying by the Christian Social Union (CSU) to reinstate prohibition.

"The CSU had pushed for this during coalition negotiations but was unable to prevail," MDR noted. While the coalition agreement does not eliminate legalization, it does include a commitment to assess the policy's effects. The agreement states that there will be "a neutral evaluation of the law on the legalization of cannabis" beginning in autumn 2025, with results expected the following year.
Bavaria's Interior Minister Joachim Herrmann voiced his opposition just days before the coalition agreement was finalized. "We want to reverse the mistake made by the traffic light coalition and ban cannabis again," Herrmann told the Augsburger Allgemeine. He added that interior ministers across party lines agreed on this position and called the belief that legalization would weaken criminal networks "completely deceptive."
The CDU, by contrast, adopted a less combative tone. CDU parliamentary group vice chair Thorsten Frei stated in early March that cannabis was "not a focus for the CDU" during negotiations. This opened the door for a policy compromise.
SPD leaders largely remained silent during coalition talks. However, Germany's federal drug commissioner, Burkhard Blienert of the SPD, later defended the existing law. "It has made an important contribution to a more honest and decriminalized approach to drugs," he told Bayern Mediengruppe newspapers. Blienert added that Germany needs "an addiction policy that protects, helps and supports, and is not based on assumptions and prejudices." <h3 class="wp-block-heading">Bavaria Maintains A Hardline Position</h3>
Although the national law remains in effect, Bavaria continues to pursue restrictive cannabis policies at the state level. Health Minister Judith Gerlach said that "not a single permit has been issued so far" for cannabis cultivation associations in Bavaria, making it the only German state without legal cultivation beyond private homes. "The legalization of cannabis for recreational purposes must now be quickly and completely reversed," Gerlach stated to the Augsburger Allgemeine.
Had the CDU/CSU succeeded in including a rollback in the coalition deal, it could have forced the dissolution of legal cannabis clubs in states like Saxony, Saxony-Anhalt and Thuringia, where associations have already been licensed. For now, those clubs remain legal.
<h2 class="wp-block-heading">Medical Sector And Research See Continued Gains</h2>
One of the most transformative elements of the CanG law—removing cannabis from the Narcotics List—remains untouched. According to ICBC, the change "drastically improved safe access to medical cannabis in Germany, made the medical cannabis supply chain more efficient, and removed some of the barriers to medical cannabis research."
Germany's legalization model also includes ongoing pilot trials for cannabis sales in specific municipalities, with more than two dozen applications under review.
Meanwhile, some medical professionals continue to express concern. German Medical Association president Klaus Reinhardt told the Neue Osnabrücker Zeitung that legalization threatens youth health, calling it a "misconception" that the policy reduces harm. In contrast, addiction researcher Jakob Manthey, speaking to MDR Aktuell, advocated for "more scientific rigor" in cannabis policy debates.
<h2 class="wp-block-heading">All Eyes On The 2025 Evaluation</h2>
With legalization intact but its future uncertain, the upcoming 2025 evaluation will likely play a pivotal role in shaping Germany's long-term cannabis policy. The coalition has committed to keeping the assessment open-ended and evidence-based.
For now, cannabis cultivation clubs can continue operating, and personal use remains legal nationwide—except where limited by local restrictions. Germany's decision to stay the course provides a measure of stability to both patients and the emerging industry, even as the political discourse remains far from settled.
