After the S&amp;P 500 re-accelerated through April's channel resistance and the 5850-5878 highs post-election, the index remains firmly bullish, with key support holding in the 5600s. The next resistance levels are now pegged at 6166 and 6194. Meanwhile, the NASDAQ 100 has faced a roadblock, unable to surpass its August rebound high. 
Hunter highlights that despite a broad market rally, the NASDAQ has underperformed, suggesting a potential leadership shift away from tech.

While it has managed to hold above the 4997 200-day moving average, Hunter is closely watching whether these resistance levels will break.

On the other hand, if bullish momentum drags semiconductors through these barriers, it could fuel a catch-up rally in tech stocks, reversing the trend of broad market leadership shifting to other sectors.
Investors in the VanEck Semiconductor ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/SMH#NASDAQ">SMH</a>), the iShares Semiconductor ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/SOXX#NASDAQ">SOXX</a>) and the Direxion Daily Semiconductor Bull 3x Shares (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/SOXL#NASDAQ">SOXL</a>) should remain wary of their holdings.
<h1 class="wp-block-heading">Will Tech Stage A Comeback?</h1>
Despite these challenges, Hunter remains optimistic that the post-election bullish momentum could eventually carry tech stocks, particularly semiconductors, back into the leadership role they held for much of the 2022-2024 rally. 
But if semiconductors continue to falter, and the broader market continues to rally without them, it could confirm that the days of tech dominance are coming to an end — at least for the near term.
For now, Hunter is watching for any breakouts in the tech sector, especially in semiconductors, to see if they can reclaim their former leadership position. 
The key levels to watch are the 5397 July gap for the SOX Index and the 21433-22306 range for the NASDAQ 100.

Frontier Communications Parent, Inc. A 2024 election victory for ex-President Donald Trump could unleash a new wave of deregulation, <a href="https://www.benzinga.com/real-estate/reit/24/02/36933312/the-2024-showdown-trumps-deregulation-vs-bidens-healthcare-expansion-what-it-means-for-investors">according to Goldman Sachs</a>.
This would help companies in industries subject to strict rules and regulatory oversight, the firm&#8217;s analysts, Ronnie Walker and Alec Phillips, explained in a research note. Those sectors include energy (oil and gas), utilities, financials, healthcare, industrials, materials, and telecom. Goldman Sachs expects a Trump administration to expand LNG exports, and reverse restrictions on greenhouse gas emissions. Additionally, there would likely be an expansion of oil leases on federal land and offshore energy development, and eased regulations on refineries.
In the utilities sector, a Trump administration would likely seek to modify recently finalized rules restricting CO2, mercury, and other pollutants from fossil-fuel-fired power generation. 
Regarding auto emissions, the administration would probably aim to relax limits set by the Biden administration, which automakers might meet by increasing the proportion of electric vehicles sold. Goldman Sachs also anticipates a tightening of domestic content requirements for electric vehicle subsidies and loosened criteria for energy credits to make it easier for less climate-friendly energy sources to qualify.
While antitrust enforcement officials in a potential Trump administration might continue pursuing some cases in the internet/tech sector, merger enforcement could ease compared to the current regime.
<h3 class="wp-block-heading">Financial Regulations</h3>
Financial regulation might also shift, with more rapid changes in consumer finance and more gradual adjustments in capital and liquidity requirements. 
A key area for potential changes is the "Basel III Endgame," which would raise capital requirements for large banks. However, the Federal Reserve and the Federal Deposit Insurance Corporation are independent of the White House, and their leadership terms do not automatically turn over with a new administration. 
For instance, Fed Vice Chair for Supervision Michael Barr's term runs through July 2026, and Chair Powell's term runs through May 2026, complicating the outlook and timing.
In contrast, leadership of the Consumer Financial Protection Bureau (CFPB) would likely change quickly under a Trump administration, benefiting consumer finance stocks.

<h2 class="wp-block-heading">Lead-Cabling Controversy Hits Telecoms Stocks: Analysts React</h2>
The market impact was swift and severe. Analysts, including <a href="https://www.benzinga.com/analyst-ratings/analyst-color/23/07/33256330/at-t-verizon-plummet-to-multidecade-lows-toxic-lead-investigation-sparks-telco-sell">Citigroup&#8217;s Michael Rollins</a>, wasted no time downgrading the affected stocks due to the environmental threat. 
On Monday, shares of AT&amp;T plummeted to their lowest value since 1993, dropping 7%. Although there was a slight recovery attempt on Tuesday&#8217;s opening, AT&amp;T ultimately closed flat. 
Verizon shares also experienced a significant decline, hitting their lowest point in over a decade on Monday with a 7.5% drop, followed by a marginal 2.4% rebound on Tuesday. TDS saw the most notable recovery on Tuesday, surging 9% after an 8.4% decline on Monday.
<h2 class="wp-block-heading">Telecom Companies Respond to Lead Cable Concerns:</h2>
In response to the Wall Street Journal&#8217;s investigation, the telecom companies and USTelecom, a group representing the broader industry, defended their practices. 
They emphasized that they provide safety training and protective gear to workers to handle lead properly. 
AT&amp;T said in a press release that it does not consider lead-sheathed cables to be a public health concern, citing scientific literature. The company also criticized the testing methodologies used by the newspaper and questioned the credibility of one of the testing companies due to a conflict of interest.
TDS acknowledged the presence of a limited amount of lead cabling in its network and said it is identifying the next steps to address the issue while complying with applicable laws. Verizon did not issue a PR on the matter.

Telecom Stocks Under Pressure As Toxic Lead Cable Concerns Discourage Buyers: 5 ETFs To Watch

Shares in telecom giants AT&amp;T Inc (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/T#NYSE">T</a>), Verizon Communication Inc (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/VZ#NYSE">VZ</a>), Telephone and Data Systems, Inc (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/TDS#NYSE">TDS</a>), and Frontier Communication Parent, Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/FYBR#NASDAQ">FYBR</a>) dropped dramatically Monday, shedding 7% to 15%. The Wall Street Journal&#8217;s investigation revealing the neglect of a network of harmful lead-coated cables <a href="http://benzinga.com/government/23/07/33158334/toxic-lead-covered-cables-from-at-t-verizon-and-other-telecoms-are-hazardous-wsj">prompted the market backlash.</a>
In a note released Monday, Citigroup analyst Michael Rollins examined the situation regarding the cable network deployed by these telecom companies nationwide. 
According to Rollins, a considerable percentage of these cables may have lead sheathing, with varied amounts of exposure for each company. As a result, the analyst believes that this issue will continue to have an impact on stocks and their valuation for a few months, if not longer, until the market has a better understanding of the financial risk involved.
Rollins stated that gathering more information regarding the matter could take several months, and that a final resolution could take years. According to Citigroup&#8217;s current scenario estimate, most wireline telecommunications companies will experience a firm valuation discount ranging from 0.2x to 1.0x of EBITDA.

In response to recent developments, Citigroup has downgraded its ratings on AT&amp;T, Telephone and Data Systems, and Frontier Communication to Neutral/High Risk. While the price targets for these stocks have been reduced to $16, $8, and $17, respectively.
<h2 class="wp-block-heading">ETF That Holds Telcos</h2>
The U.S.-listed exchange-traded funds with the highest exposure to AT&amp;T are the iShares MSCI USA Value Factor ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/VLUE#NYSE">VLUE</a>) with a 5.1% weight and the iShares U.S. Telecommunications ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/IYZ#NYSE">IYZ</a>) with a 4.2% weight.
The iShares Trust &#8211; iShares U.S. Telecommunications ETF also has a large stake in Verizon (12.4%), which is also represented by an 8.3% weight in the First Trust Morningstar Dividend Leaders Index Fund (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/FDL#NYSE">FDL</a>). 
Frontier Communication is a 3% holding in the SPDR S&amp;P Telecom ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/XTL#NYSE">XTL</a>).
<h2 class="wp-block-heading">Telcos&#8217; Response</h2>
In response to the investigation, AT&amp;T and USTelecom, an industry group, developed websites debunking concerns about the environmental and public health implications of lead cables. 
A spokesperson for USTelecom emphasized that&nbsp;there is no evidence that legacy lead-sheathed telecom cables are a significant source of lead exposure or a public health concern. The representative additionally stressed the importance of safe work procedures in the telecommunications industry in avoiding worker exposure to lead.

The analysts defended their Buys with the following justifications:
Textron&rsquo;s business and military jets are expected to accelerate organic revenue growth and improve margins, compounding the capex-unlocking effects of tax reform.
Last year, OSI Systems delivered strong revenue growth in its security business, stable profits from its optoelectronics line and a recovery in its health-care division. Analyst Brian Ruttenbur now forecasts two-year annual revenue growth of 10 to 15 percent.
After a strong performance in late 2017, QEP Resources is expected to carry momentum through the first half of 2018. The firm is seen to be transforming into a low-cost, high-growth Permian oil producer expanding its crude oil mix.
Analyst Brian White considers Apple poised to surpass a $1 trillion market cap in 2018 amid a &ldquo;revaluation phenomenon,&rdquo; capital opportunities from tax reform, innovations in the HomePod and Apple Watch, sales growth in China and progress in &ldquo;ultra-luxury&rdquo; smartphones.
Tower Semiconductor is expected to build on a 16-quarter growth streak with 15-percent earnings increases and near-double digit revenue growth. Its increased competitiveness in specialty analog foundry technologies and manufacturing capabilities; long-term contracts; and low-cost manufacturing model are seen to drive peer outperformance.
With two recent wireless acquisitions, ARRIS International will register earnings accretion and combat margin headwinds. Analyst Greg Mesniaeff also anticipates profits from the loss of Net Neutrality and the deployment of next-generation broadband technologies.
Consolidated Communications&rsquo; technical pressure and strong fundamentals support Drexel&rsquo;s upgrade to Buy. The firm is forecasted to maintain its $1.55 annual dividend despite merger-related declines in revenue and earnings before interest, taxes, depreciation and amortization.

7 Top Picks For 2018 And Their Corresponding ETFs

The Federal Communication Commission, or FCC, has dubbed April "Infrastructure Month" and has scheduled a meeting on April 20 to chalk out several proposals aimed at bringing the benefits of the digital age to all Americans.
To achieve this purpose, the FCC has set a three-prong strategy:
<ul>
<ol>
<li>Make it easier for <a href="https://www.benzinga.com/trading-ideas/long-ideas/17/03/9200017/a-more-favorable-regulatory-environment-for-telecom-etfs"> companies </a> to build and expand broadband networks.</li>
<li>Reduce the cost of broadband deployment.</li>
<li>Eliminate unnecessary rules that slow down or deter deployment.</li>
</ol>
</ul>
"Infrastructure investment is critical to closing the digital divide in our country and bringing high-speed Internet access to more rural Americans. Broadband has also made many sectors of the economy more productive, from shipping to energy. And it's has given birth to entirely new industries, like the mobile apps economy, telemedicine, online education, and the nascent Internet of Things," FCC Chairman <a href="https://www.benzinga.com/news/17/01/8938410/net-neutrality-opponent-to-head-the-fcc-who-benefits"> Ajit Pai </a> said in a March 30 <a href="https://www.fcc.gov/news-events/blog/2017/03/30/infrastructure-month-fcc">release</a>.
Pai said the FCC would be voting on several proposals at its April 20 meeting. Some of the proposals on the FCC radar include the following, detailed below.
<h3>A Few Proposals</h3>
Wired Infrastructure
The FCC chairman has sought support from his colleagues at the commission to back rules that would help construction of wired networks. Pai also said he would seek to lower costs for and speed deployment of the internet-equipment tied to utility poles. Additionally, the commission said it would support the transition from legacy copper networks to fiber-based network and services.
Wireless Infrastructure
Providing a sneak-peak into the wireless infrastructure of tomorrow, Pai said wireless networks of the future would have small cells as wireless access points instead of the tall towers. The commission is also looking to expedite proposals to help private sector build 5G networks. 
Business Data Services
Pai said the commission would vote on new rules to update the rules for business data service, or BDS, which is known as special access.
Facilitating Rural Deployment
The commission also intends to tweak one of the rules for the Universal Service Fund, or USF, which subsidizes broadband deployment for small carriers to ensure rural households that cannot be served by these carriers are not left stranded without broadband service.
UHF Discount
The commission will review whether to restore the Ultra-High Frequency, or UHF, discount related to the national television ownership cap, which was scraped last September by a party-line vote.

FCC Announces April 'Infrastructure Month' - These Companies Stand To Benefit

The old adage about not judging books by their covers is particularly applicable when it comes to exchange-traded funds. Many ETFs from competing issuers have similar names, but further examination reveals these funds are far from being twins.
Take the case of the WisdomTree Europe Hedged Equity Fund (NYSE: <a class="ticker" href="/stock/hedj#NYSE">HEDJ</a>), highlighted in a note out from <a href="https://www.wisdomtree.com/etfs/equity/hedj">CFRA Research</a> Thursday.
<h3>Example No. 1</h3>
As CFRA pointed out, HEDJ&#39;s name arguably implies it is a broad Europe ETF, indicating that it can hold British, Swedish or Swiss equities. In reality, HEDJ has become one of the bellwether Europe ETFs trading in the U.S. because it is a dedicated eurozone play, focusing only on countries that use the euro, while providing a currency hedge.
Conversely, the iShares MSCI Eurozone ETF (NYSE: <a class="ticker" href="/stock/ezu#NYSE">EZU</a>) clearly indicates that it is a dedicated Eurozone ETF. However, that ETF lacks the currency hedge found in HEDJ, explaining why<a href="https://www.benzinga.com/trading-ideas/long-ideas/16/10/8590025/getting-reacquainted-with-an-old-europe-etf-friend"> HEDJ is up 29.2 percent</a> over the past 36 months while EZU is in the red.
&ldquo;Some currency-hedged ETFs such as iShares Currency Hedged MSCI Eurozone are explicit that they focus on companies domiciled in the European Monetary Union, such as Sanofi and Siemens. But, HEDJ sounds like an ETF that might also have exposure to British American Tobacco or Nestle. Yet HEDJ has no exposure to companies based in the United Kingdom or Switzerland because it too focuses only on the eurozone,&rdquo; said CFRA.
<h3>Example No. 2</h3>
Another prime example of an ETF pair with similar names but widely different underlying baskets of holdings are the the iShares U.S. Home Construction ETF (NYSE: <a class="ticker" href="/stock/itb#NYSE">ITB</a>) and the SPDR S&amp;P Homebuilders ETF (NYSE: <a class="ticker" href="/stock/xhb#NYSE">XHB</a>).
ITB focuses more on pure-play homebuilders while XHB has a heavy discretionary tilt. Not surprisingly, their three-year returns are not close as ITB is higher by 27.3 percent compared to 16.3 percent for XHB.
Another good example is the case of the Vanguard Telecom ETF(NYSE: <a class="ticker" href="/stock/vox#NYSE">VOX</a>) and the SPDR S&amp;P Telecom ETF (NYSE: <a class="ticker" href="/stock/xtl#NYSE">XTL</a>). VOX is heavily allocated to AT&amp;T Inc. (NYSE: <a class="ticker" href="/stock/t#NYSE">T</a>) and Verizon Communications Inc. (NYSE: <a class="ticker" href="/stock/vz#NYSE">VZ</a>), while XTL mixes in newer technology names, including some cybersecurity stocks. 
&ldquo;XTL outperformed VOX by more than 200 basis points in 2016, but underperformed by 400 basis points in 2015, a reminder that when the constituents are different the records will be as well,&rdquo; added CFRA. 
The research firm has Market-Weight ratings on HEDJ, VOX and XTL and Overweight ratings on the two homebuilder ETFs.
