General Motors

General Motors Co. emerged from the bankruptcy of General Motors Corp. (old GM) in July 2009. GM has eight brands and operates under three segments: GM North America, GM International, and GM Financial. The United States now has four brands instead of eight under old GM. During a segment on &#8220;The Five&#8221; earlier in the day, Tarlov criticized Trump&#8217;s claim that tariffs benefit the economy. She pointed out that companies like Walmart (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/WMT#NYSE">WMT</a>) have raised prices as much as 51%, and that major automakers like General Motors (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GM#NYSE">GM</a>) and Volkswagen have lost billions in profit.
&#8220;They&#8217;re not going to eat the tariff,&#8221; she said. &#8220;They&#8217;re going to pass it on to you.&#8221;
Tarlov questioned the logic behind the new rebate push: &#8220;If they really helped, why are Trump and Josh Hawley now pushing rebate checks? Because voters feel the rising cost of living due to tariffs.&#8221;

<h2 class="wp-block-heading">Hawley Proposes $600 Rebate Checks</h2>
On Monday, Hawley introduced a bill that would send at least $600 to every adult and child in America. The rebate would function like a refundable tax credit, similar to stimulus checks during the COVID-19 pandemic.
&#8220;Like President Trump proposed, my legislation would allow hard-working Americans to benefit from the wealth that Trump&#8217;s tariffs are returning to this country,&#8221; Hawley <a href="https://www.hawley.senate.gov/hawley-introduces-legislation-to-send-rebate-checks-to-working-americans/">stated</a> on Monday.
The U.S. Treasury Department recently <a href="https://www.benzinga.com/news/politics/25/07/46386524/trump-wants-blanket-tariffs-of-up-to-20-after-surprise-treasury-surplus-in-june-ed-yardeni-says-dont-push-your-luck">reported $27 billion</a> in customs duties for June, up $4 billion from the previous month. <h2 class="wp-block-heading">Trump: We&#8217;re Thinking About a Rebate</h2>
Trump himself floated the idea of rebate checks during a recent exchange with a reporter.
&#8220;We&#8217;re thinking about that actually,&#8221; he <a href="https://www.youtube.com/watch?v=2U1rwjHAggc">said</a>. &#8220;We have so much money coming in from tariffs that a <a href="https://www.benzinga.com/markets/macro-economic-events/25/07/46653477/trump-mulls-little-rebate-for-americans-funded-by-tariff-revenue-but-heres-the-big-thing-he-wants-to-do-first">little rebate</a> for people of a certain income level might be very nice.&#8221;
Trump added that paying down debt is also a priority, but confirmed rebate checks are under serious consideration.
While Hawley&#8217;s bill is in its early stages, it may face resistance in Congress. House Speaker Mike Johnson (R-LA) has previously dismissed similar direct payment proposals.

If Tariffs Are That Great, 'Why Are Trump And Josh Hawley Now Pushing Rebate Checks?' Fox News Host Asks

The Trump administration's EPA, or Environmental Protection Agency, has announced a proposal to overturn 2009's Endangerment Finding, which forms the basis of key climate action initiatives as well as curbs on carbon emissions.
What Happened: U.S. EPA Administrator Lee Zeldin announced the proposal from a dealership in Indiana on Tuesday. An official press release by the agency outlines that rescinding the finding would repeal all "resulting greenhouse gas emissions regulations for motor vehicles and engines."
The endangerment finding lists harmful pollutants, like methane and carbon dioxide, that pose a risk to the environment resulting from the burning of fossil fuels and provides remedies to regulate them under the Clean Air Act.
The EPA, however, said that it lacked the legal authority to regulate emissions because of the finding and added that rescinding the finding would make cars more affordable and bring down the cost of living.&nbsp;
"With this proposal, the Trump EPA is proposing to end sixteen years of uncertainty for automakers and American consumers," Zeldin said.
The agency says that the proposal, if finalized, will save Americans $54 billion annually by repealing all Greenhouse Gas emission standards. The proposal also aims to remove all emissions norms for the auto industry.
Why It Matters: The proposal is the latest in a series of pro-gasoline and oil decisions taken by the Trump administration, as President Donald Trump recently signed the Big Beautiful Bill into law, which repealed the federal <a href="https://www.benzinga.com/markets/tech/25/06/45965638/amid-trumps-anti-ev-push-senate-republicans-propose-tax-bill-to-axe-7500-ev-credit">$7,500 EV credit</a>.
Trump had also signed a resolution to <a href="https://www.benzinga.com/trading-ideas/movers/25/06/45911368/trump-signs-resolutions-to-overturn-californias-ev-mandate-report">overturn California's EV mandate</a>, which aimed to phase out gasoline vehicles by 2035 in favor of EVs and Hybrid vehicles in the state.
The bill also effectively makes <a href="https://www.benzinga.com/markets/tech/25/07/46258669/tesla-made-2-76-billion-from-zev-credits-in-2024-in-us-but-trumps-tax-bill-just-killed-this-revenue-stream">ZEV credit sales</a> redundant by relaxing CAFE or Corporate Average Fuel Economy norms, failure to comply with which costs automakers hefty fines, which the companies could offset by either bringing the fuel economy up or buying ZEV credits.
However, such a proposal would be a boost for legacy automakers like General Motors Co.
