President Donald Trump has set up a new body within the Commerce Department to manage the CHIPS and Science Act, 2022. 
What Happened: A new entity, the United States Investment Accelerator within the Commerce Department, will now oversee the CHIPS Act program, as established by an executive order signed by Trump on Monday.
Despite Trump&#8217;s past criticism of the bipartisan legislation, the White House said in its fact sheet that the new office will focus on &#8220;negotiating much better CHIPS Act deals&#8221; and streamlining investment processes through reduced regulatory burdens and faster permitting.
According to the <a href="https://www.semiconductors.org/chip-supply-chain-investments/">Semiconductor Industry Association</a>, the CHIPS Program has granted awards worth $32.5417 billion and provided loans up to $5.85 billion to 32 companies across 23 states. 
However, the new entity — Investment Accelerator that will be controlling the CHIPS Act, not only plans to expedite corporate investments but promises to deliver &#8221; the benefit of the bargain for taxpayers,&#8221; as per the Whit House fact sheet.

President Donald Trump recently revealed his want to scrap the U.S. CHIPS Act.

Trump&nbsp;is due to meet with the leaders of some of the leading tech companies, including&nbsp;HP Inc (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/HPQ#NYSE">HPQ</a>),&nbsp;Intel Corp (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/INTC#NASDAQ">INTC</a>),&nbsp;International Business Machines Corp (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/IBM#NYSE">IBM</a>), and&nbsp;Qualcomm, which are vulnerable to potential stricter tariff policies in the computer hardware industry.
Tariffs can make manufacturing hubs like China more expensive and potentially disrupt supply chains.
A lot has been brewing in the AI space since ChatGPT parent OpenAI&#8217;s emergence triggered an AI frenzy, prompting global Big Tech giants and startups to splurge on their AI ambitions.
Meanwhile, the U.S. imposed multiple semiconductor sanctions on China, restricting its access to sophisticated semiconductor technology, including AI, citing national security threats.
Today, the VanEck Semiconductor ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/SMH#NASDAQ">SMH</a>), which trades as a proxy for the top semiconductor stocks, slid into negative return territory on a one-year basis. SMH now has an annual negative return of 2.93% at the time of writing.
SMH had a 52-week high of $283.07 and has fallen 24.20% since. On a year-to-date basis, SMH is down 11.50%. Its biggest holding, Nvidia, is down 30% from its 52-week high of $153.13.
Though Nvidia has lost 20% year-to-date, it is still up by 24.75% on a one-year basis. Its peer Broadcom is still up 42% on a one-year basis but down 20.50% year-to-date. Taiwan Semiconductor is down 14% year-to-date.
The U.S. semiconductor sector has been hot since the AI buzz. However, China caught up in the AI race when DeepSeek launched and claimed that its AI model was built at a fraction of the cost compared to legacy models like ChatGPT.
The U.S. may ban <a target="_blank" href="https://www.benzinga.com/government/regulations/25/03/44201104/usa-targets-deepseek-weighs-restrictions-on-chinas-ai-firm-that-shook-nvidias-market-value-by-600-billion" rel="noreferrer noopener">DeepSeek&#8217;s chatbot from</a> government devices over national security concerns, joining allies like Italy and Canada.
DeepSeek claim cost&nbsp;Nvidia $600 billion in market capitalization in&nbsp;a single day. The Chinese AI startup&#8217;s AI model fueled a $1 trillion market wipeout, prompting U.S. regulators to tighten semiconductor restrictions.
Price Actions: NVDA stock closed lower by 5.03%, TSM -3.64%, AVGO -5.39%, ARM -7.30% on Monday.

Slowdown And Tariff Talk Grips The Hottest Sector On Wall Street - Semiconductor ETF Now Has A Negative 1-Year Return

On Wednesday, Marvell <a target="_blank" href="https://www.benzinga.com/news/earnings/25/03/44152781/marvell-technology-stock-drops-after-q4-results-q1-guidance-roughly-in-line-details" rel="noreferrer noopener">reported fourth-quarter</a> adjusted earnings of 60 cents per share, beating the 59 cents consensus estimate. Quarterly revenue was $1.82 billion, up 27%, beating the&nbsp;$1.79 billion analyst consensus estimate.

Strong growth in its data center end market drove the growth. Marvell expects first-quarter revenue of $1.78 billion-$1.96 billion, versus the $1.87 billion estimate.
The company expects <a target="_blank" href="https://www.benzinga.com/general/market-summary/25/03/44160046/marvell-surpasses-ai-chip-sales-target-aims-higher-for-2026-but-stock-plunges-due-to-muted-guidance" rel="noreferrer noopener">overall revenue from</a> the auto and industrial end market to decline sequentially in the high single digits on a percentage basis.
The <a target="_blank" href="https://www.benzinga.com/government/regulations/25/03/44165513/taiwan-semiconductor-ceo-taiwan-president-to-discuss-100-billion-us-expansion-not-afraid-of-losing-us-subsidies" rel="noreferrer noopener">AI chip stock</a> selloff also reflects concerns over the possible scrapping of the U.S. chip subsidies for contract chipmakers like Taiwan Semiconductor to build their semiconductor chip fabs in the country. President Donald Trump recently indicated his desire to scrap the U.S. CHIPS Act.

Tariffs can make manufacturing hubs like China more expensive and potentially disrupt supply chains. Therefore, technology companies sought transparency regarding restrictions on exporting advanced technology to artificial intelligence data centers.
Meanwhile, Taiwan President&nbsp;Lai Ching-te&nbsp;and Taiwan Semi CEO&nbsp;C.C. Wei&nbsp;held a <a target="_blank" href="https://www.benzinga.com/government/regulations/25/03/44165513/taiwan-semiconductor-ceo-taiwan-president-to-discuss-100-billion-us-expansion-not-afraid-of-losing-us-subsidies" rel="noreferrer noopener">press briefing on Thursday</a> and said it was "not afraid" of losing Washington's subsidies for its massive U.S. investments.
Earlier this week, the Taiwanese contract chipmaker announced plans to invest another $100 billion in its U.S. facilities in addition to its existing investment of $65 billion. Any additional U.S. investment made by TSMC would require Taiwan's government's approval. Taiwan maintained that the country would continue to be the key advanced semiconductor headquarters.

AI Chip Leaders Nvidia, AMD, Broadcom Slide Amid Marvell Earnings and US Policy Concerns

President Donald Trump during his joint address to Congress on Tuesday evening called for ending the CHIPS Act, which provides manufacturing incentives to semiconductor companies setting up their facilities in the U.S.
What Happened: During a primetime address to Congress on Tuesday, the president criticized the legislation, saying, "Your Chips Act is a horrible, horrible thing." Trump urged U.S. House Speaker Mike Johnson to "get rid" of it and use "whatever is left over" to "reduce debt or any other reason you want to."
According to <a href="https://www.semiconductors.org/chips-incentives-awards/">Semiconductor Industry Association</a>, the CHIPS Program has fueled investments in American semiconductor manufacturing. About $38 billion in grants and loans have been awarded to 32 companies across 23 states, mobilizing over $380 billion in private investment and creating an estimated 145,000 new jobs by 2030. 
Most notably, the Departments of Defense and Commerce awarded Intel Corp. up to $3 billion in CHIPS Act funding to expand domestic manufacturing of advanced semiconductors, strengthening the U.S. supply chain for critical national security needs.
Taiwan Semiconductor Mfg. Co. Ltd., on the other hand, was the recipient of $6.6 billion worth of grants, out of which $5 billion was a loaned amount for setting up projects worth $65 billion in Phoenix, Arizona.

Why It Matters: A few hours before Trump&#8217;s Congress address, TSMC announced <a href="https://www.benzinga.com/trading-ideas/movers/25/03/44124444/taiwan-semiconductor-rises-as-100-billion-u-s-expansion-defies-market-downturn">plans to invest</a> an additional $100 billion in advanced semiconductor manufacturing in the United States. Building on a $65 billion project already underway in Arizona, this expansion brings the company&#8217;s total U.S. investment to a massive $165 billion. 
Addressing TSMC&#8217;s latest investment, Trump said, &#8220;All that was important to them was they didn't want to pay the tariffs. So they came and they're building. And many other companies are coming. We don't have to give them money, we just want to protect our businesses and our people, and they will come because they won't have to pay tariffs if they build in America.&#8221;

Nvidia Corp. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NVDA#NASDAQ">NVDA</a>) fell over 8% on Thursday, dragging the tech-heavy Nasdaq 100 down despite the strong quarter as its gross margins fell sequentially, caused by the ramp-up in the production of its Blackwell chips.
Meanwhile, President Donald Trump escalated tariff threats against Mexico and Canada, saying that it will go into effect as scheduled on March 4, in a social media post. He further threatened additional tariffs on China, following his pledge to impose 25% tariffs on the EU.
Investors await Friday&#8217;s personal consumption expenditure inflation data amid uncertainty over interest rate cuts as it is the Federal Reserve&#8217;s preferred inflation gauge.
The 10-year Treasury yield stood at 4.25%, while the two-year yield was at 4.05%. According <a href="https://www.cmegroup.com/markets/interest-rates/cme-fedwatch-tool.html">to</a> the CME Group's FedWatch tool, there is a 94.5% chance that the Federal Reserve will keep interest rates unchanged for the March meeting.

Dell Technologies Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/DELL#NYSE">DELL</a>) declined after missing revenue estimates, whereas, SoundHound AI Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/SOUN#NASDAQ">SOUN</a>) rose in after-hours after beating analyst expectations. Rocket Lab USA Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/RKLB#NASDAQ">RKLB</a>) shares dropped after a weak first-quarter guidance.
Economic data showed a slight upward revision to fourth quarter GDP according to its second reading released on Thursday. Also, initial jobless claims rose by 22,000 from the previous week to 242,000, the most in over two months and above market expectations of 221,000.

AAII&#8217;s latest sentiment survey reveals significantly bearish sentiment among individual investors for the fourth consecutive week, with the bull-bear spread at a 10-year high. This extreme bearishness, viewed through a contrarian lens, could be a positive signal for stocks, said Smith.
However, the BofA Global Fund Manager Survey presents a more mixed picture, with professional investors cautiously optimistic about the economy but concerned about overvalued U.S. equities. Overall, these surveys suggest a relatively neutral market outlook, aligning with LPL Research&#8217;s neutral stance on equities due to a balance of positive and negative factors, explained Smith.

Outlook For the fiscal 2025 second quarter, HP estimates GAAP diluted net EPS to be in the range of $0.62 to $0.72 and non-GAAP diluted net EPS to be in the range of $0.75 to $0.85. The SPDR S&amp;P 500 ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SPY#NYSE">SPY</a>) and Invesco QQQ Trust ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/QQQ#NASDAQ">QQQ</a>), which track the S&amp;P 500 index and Nasdaq 100 index, respectively, rose in premarket on Thursday. SPY was up 0.55% to $597.80, and QQQ advanced 0.60% to $517.63, according to<a href="https://pro.benzinga.com/dashboard"> Benzinga Pro</a> data.
Cues From The Last Session
Information technology, utilities, communication services, and industrials were the only sectors that closed higher in trade on Wednesday, whereas consumer staples, health care, and real estate fell the most.
The stocks settled on a mixed note despite the S&amp;P 500 breaking its three-day losing streak as Dow Jones fell on Wednesday.
On the economic front, new home sales plummeted 10.5% in January to 657,000, according to the U.S. Census Bureau, signaling continued weakness in the 2025 housing market. This represents a 1.1% year-over-year decline.
Salesforce Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/CRM#NYSE">CRM</a>) reported a mixed quarter, whereas Snowflake Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SNOW#NYSE">SNOW</a>) exceeded analyst expectations.

Insights From Analysts
&#8220;This is still a bull market and this seasonal weakness doesn't have us overly concerned yet,&#8221; said Ryan Detrick, the chief market strategist at Carson Group in his note titled &#8216;That Escalated Quickly&#8217;.
He also highlighted a list of reasons substantiating the reasons for stocks to be back at new highs.

<li>Strong earnings, revenue, and profit margins.</li>
<li>Market resilience amidst widespread concerns.</li>
<li>A relatively young bull market with potential for further growth. A robust labor market with healthy wages.</li>
<li>Anticipated inflation improvement and potential Fed rate cuts.</li>
<li>Strong U.S. productivity driving economic growth.</li>
<li>Broadening market participation beyond just tech stocks.</li>
</ul>
Similarly, the analysts at BlackRock said, &#8220;We still think U.S. equities can outperform in 2025, led by tech, even as Europe's start the year strong.&#8221;
However, they said that they would broaden the risk-on view, upgrading Europe stocks.
BlackRock&#8217;s note highlighted that the U.S. could still reclaim leadership this year and that is why they were overweight U.S. stocks. The corporate earnings strength and the artificial intelligence theme aided their belief. But the note stated, &#8220;We turn more underweight long-term U.S. Treasuries&#8221;
As Nvidia was trading 0.82% higher in premarket on Thursday after good earnings on Wednesday, CNBC&#8217;s Jim Cramer said that this was &#8220;a sign that no one knows how to value amazing earnings&#8221;.

Crude oil futures were trading higher in the early New York session by 1.01% to hover around $69.31 per barrel.
The gold spot index was down by 0.95% to $2,888.58 per ounce. Its last record high was at $2,956.37. The Dollar Index was up 0.20% at 106.631 level.
Asian markets were mixed on Thursday as Japan's Nikkei 225, China's CSI 300, and Australia's ASX 200 index advanced. Whereas, South Korea's Kospi and Hong Kong's Hang Seng index declined. European markets were mostly lower in trade.
