Chinese stocks continue to rebound Monday following years of underperformance after China said it would allow homeowners to refinance mortgages, the latest move in a string of measures aimed at <a href="https://www.benzinga.com/analyst-ratings/analyst-color/24/09/41032804/chinas-stimulus-sparks-optimism-3-large-cap-stocks-with-analyst-buy-ratings">supporting its struggling economy</a>.
What To Know: China on Sunday announced that it would allow for the refinancing of mortgages by home buyers, according to a <a href="https://www.wsj.com/world/china/china-to-allow-home-buyers-to-refinance-mortgages-in-latest-easing-move-2d3eeb4a?mod=livecoverage_web">report</a> from the Wall Street Journal.
The report indicates that the move could help recent policy changes more effectively filter through to the markets. Before the mortgage refinancing measures were announced, home buyers were unable to reap immediate benefits from lower interest rates. 
&#8220;Shortcomings in the current mortgage interest-rate pricing mechanism have become apparent, the public reaction has been quite strong and the need to adjust and optimize is urgent,&#8221; China&#8217;s central bank reportedly said in a statement.
Under new rules, borrowers will be able to refinance home loans using prevailing market rates for new mortgages if the difference between their rate and current market rates reach a &#8220;certain magnitude.&#8221; Further details on the threshold were not shared.
The People's Bank of China reportedly said that the new measures will go into effect on Nov. 1.

China-based EV names were also getting a boost from the announcements over the weekend including NIO Inc (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NIO#NYSE">NIO</a>), up 8.97% at $7.10, and Li Auto Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/LI#NASDAQ">LI</a>), up 3.47% at $26.67. 
The news over the weekend comes after China announced its most aggressive stimulus measures since the pandemic last week and promised that it would deploy "necessary fiscal spending" to meet its economic growth target of 5%. 
The moves out of China mark the country's latest attempts to revive an economy that has battled deflationary pressures and growth headwinds due to property declines and wavering consumer confidence.

The major Asian markets closed on a mixed note, with the Japanese market plunging 4.80% as 67-year-old&nbsp;Shigeru Ishiba is all set to take over as prime minister after he was elected to lead the Liberal Democratic Party. <a href="https://www.benzinga.com/markets/asia/24/09/41084907/japans-nikkei-plummets-over-2-000-points-amid-change-of-guard-while-chinese-market-extends-stimulus">Uncertainty over his fiscal and monetary policies led to the unraveling of bets,</a> reports said. The Indian, South Korean, Taiwanese, Indonesian and New Zealand markets also advanced.
On the other hand, China&#8217;s key market gauge rallied over 8% after domestic private sector activity data came in weaker than expected, raising hopes of additional stimulus measures. The Hong Kong market also rallied strongly, while the Australian and Singaporean markets rose, although by a much more modest magnitude.
Sentiment across the Atlantic is negative, with most major markets in Europe trading firmly in the red in early trading.

US Stocks Set For Flattish Start As Traders Eye Job Data, Jerome Powell Speech And Looming Dock Workers' Strike: Top Analyst Says 'Stage Is Set' For Tech Stocks To Move Higher

Shares of NIO Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NIO#NYSE">NIO</a>) rose sharply in <a href="https://www.benzinga.com/markets/equities/24/09/41082193/teslas-chinese-rival-nio-snags-1-9b-investment-from-parent-strategic-investors-as-it-forays-into">today's pre-market.</a>
Nio announced Sunday that strategic investors, including Hefei Jianheng New Energy Automobile Investment Fund Partnership, Anhui Provincial Emerging Industry Investment Co., Ltd. and CS Capital Co., Ltd., have agreed to invest an aggregate of 3.3 billion yuan ($470.64 million) in cash in its subsidiary Nio China. Nio has concurrently agreed to invest 10 billion yuan (about $1.43 billion) in cash to subscribe to the newly issued shares of Nio China.
nIO shares jumped 12.7% to $7.35 in the pre-market trading session.

Why Nio Shares Are Trading Higher By Around 13%; Here Are 20 Stocks Moving Premarket

Chinese electric-vehicle startup Nio, Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NIO#NYSE">NIO</a>) rallied strongly <a href="https://www.benzinga.com/premarket">in premarket trading </a>on Monday, and its U.S.-listed domestic peers also traded sharply higher. 
Shanghai, China-based Nio announced Sunday that strategic investors, including Hefei Jianheng New Energy Automobile Investment Fund Partnership, Anhui Provincial Emerging Industry Investment Co., Ltd. and CS Capital Co., Ltd., have agreed to invest an aggregate of 3.3 billion yuan ($470.64 million) in cash in its subsidiary Nio China. <a href="https://www.benzinga.com/markets/equities/24/09/41082193/teslas-chinese-rival-nio-snags-1-9b-investment-from-parent-strategic-investors-as-it-forays-into">Nio has concurrently agreed to invest 10 billion yuan </a>(about $1.43 billion) in cash to subscribe to the newly issued shares of Nio China. 
The strategic investors and Nio will inject cash into Nio China in two installments, with 70% to be made by November and 30% by December.
This would mean a cumulative $1.9 billion investment as Nio expands into the mass market segment with its Onvo brand. The first model to be rolled out under the sub-brand is a smart electric mid-size family SUV named L60 and the first deliveries of the EV began over the weekend.

Nio&#8217;s Chinese peers, namely XPeng, Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/XPEV#NYSE">XPEV</a>) and Li Auto, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/LI#NASDAQ">LI</a>) also jumped in premarket trading. The optimism toward these stocks is primarily a function of the <a href="https://www.benzinga.com/markets/equities/24/09/41080316/chinas-reluctance-to-empower-corporations-could-undermine-economic-stimulus-report">copious stimuli China</a> has promised to reinvigorate sagging domestic growth. Reacting to the stimuli hinted by the People&#8217;s Bank of China and the Politburo, the Chinese market has been on a tear since the start of last week. On Monday, the Shanghai Composite Index settled up 8.06% to 3,336.50.
In premarket trading, Nio climbed 11.96% to $7.30, according to <a href="https://benzinga.grsm.io/register174">Benzinga Pro data.</a> XPeng rose 7.94% to $13.73 and Li Auto gained 7.64% to $27.75.

Nio Soars 12%, Leading Chinese EV Stocks Higher In Monday's Premarket: What's Driving The Surge?

NIO Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NIO#NYSE">NIO</a>, HKEX: 9866, SGX: NIO)))) ("NIO" or the "Company"), a pioneer and a leading company in the global smart electric vehicle market, today announced that it has entered into definitive agreements for investment in NIO Holding Co., Ltd., a PRC subsidiary in which it holds 92.1% controlling equity interest ("NIO China"), with Hefei Jianheng New Energy Automobile Investment Fund Partnership (Limited Partnership), Anhui Provincial Emerging Industry Investment Co., Ltd. and CS Capital Co., Ltd. (collectively, the "Strategic Investors"), pursuant to which&nbsp;the Strategic Investors will invest an aggregate of RMB3.3&nbsp;billion in cash (the "Strategic Investment Amount") to subscribe for newly issued shares of NIO China. Concurrently, NIO will invest an aggregate of RMB10 billion in cash (the "NIO Investment Amount") to subscribe for newly issued shares of NIO China (collectively, the "Investment Transaction"). Upon completion of the Investment Transaction, NIO will hold 88.3% of controlling equity interest in NIO China, while the Strategic Investors together with the other existing shareholders will collectively hold the remaining 11.7% of equity interest in NIO China. &nbsp;
In addition to the NIO Investment Amount, NIO also has the right to invest an additional RMB20 billion to subscribe for additional shares in NIO China by December 31, 2025 based on the same price and terms of the Investment Transaction.
The Investment Transaction is subject to regulatory and internal approvals, as well as the satisfaction of customary closing conditions. The Strategic Investors and NIO will each inject cash into NIO China in two installments, with 70% of the Strategic Investment Amount and NIO Investment Amount to be made by the end of November 2024, with the remaining 30% to be made by the end of December 2024.
This investment not only demonstrates the strategic investors' firm support for the high-quality development of the electric vehicle industry but also underscores their strong recognition of NIO's unique values and industry leadership. Chinese Stocks Dominate - JD.com And Temu Parent PDD Are Among Top 10 Large Cap Gainers Last Week (Sept 23-Sept 27): Are The Others In Your Portfolio?

Chinese electric-vehicle startup Nio, Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NIO#NYSE">NIO</a>) on Sunday announced that it has received cash infusion at a time the company has making a heavy push into the low-end of the market with its <a href="https://www.benzinga.com/markets/equities/24/06/39155145/nio-plans-organizational-changes-at-onvo-sub-brand-whats-going-on">Onvo brand of vehicles</a>.
What Happened: Shanghai-based Nio said strategic investors, including Hefei Jianheng New Energy Automobile Investment Fund Partnership, Anhui Provincial Emerging Industry Investment Co., Ltd. and CS Capital Co., Ltd., have agreed to invest an aggregate of 3.3 billion yuan ($470.64 million) in cash in its subsidiary Nio China. The investment is in lieu of an equity stake in the company.
Concurrently, Nio has agreed to invest 10 billion yuan (about $1.43 billion) in cash to subscribe to the newly issued shares of Nio China. Following the completion of the transaction, Nio will hold 88.3% of controlling interest in Nio China. The strategic investors along with existing shareholders will collectively hold the remaining 11.7% equity interest in Nio China.
Nio also has rights to invest an additional 20 billion yuan investment to subscribe to additional shares in Nio China by Dec. 31, 2025, based on the same price and terms of investment transaction.
The completion of the investment is subject to regulatory and internal approvals as well as the satisfaction of customary closing conditions. 
The strategic investors and Nio will inject cash into Nio China in two instalments, with 70% to be made by Nov. 2024 and 30% by Dec. 2024.

Why It&#8217;s Important: Nio was so far focused on the premium electric-vehicle segment and has carved a niche for itself in the Chinese new-energy vehicle market. The domestic market has become increasingly tough amid intensifying competition and weakening demand. The company has so far weathered the inclement conditions and has recently marked its foray into the low-end of the market with the Onvo brand.
In a post on X announcing the strategic investment, the company said its business is picking up momentum and its delivery has surpassed 20,000 units for a fourth straight month. Delving into the first model launched under the Onvo brand, Nio said L60, a smart electric mid-size family SUV, was delivered on Sept. 28, with order intake stronger than anticipated.
The demand side of the equation could also benefit from the stimulus measures China announced recently. The People&#8217;s Bank of China announced last week it will in the near future cut the reserve requirement ratio, which is the amount of cash banks must hold as reserves, by 50 basis points freeing up about 1 trillion yuan ($142 billion) for new lending, Reuters reported. It also hinted at the possibility of reducing it by an incremental 0.25-0.50% points. The PBoC also said it would lower seven-day repo rate by 0.2 points, interest rate on medium-term lending facility by about 30 basis points and loan prime rates by 20-25 basis points.

Sales of the EV began Sept. 19 at a starting price of 206,900 yuan ($29,510), and if the battery is leased, the model would be cheaper. The launch of the vehicle is important as it is pitched against Tesla&#8217;s best-selling Model Y vehicle.
GM Teams Up To Launch Fastest Charging EV Battery: Legacy automaker General Motors Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GM#NYSE">GM</a>) and its Chinese joint venture partner SAIC have joined hands with battery giant CATL to roll out the fastest-charging EV battery, CnEVPost <a href="https://cnevpost.com/2024/09/26/saic-gm-catl-launch-battery-6c-charging/">reported</a>. The battery is based on lithium-iron-phosphate chemistry that would supports 6C ultra-fast charging.

10 Consumer Discretionary Stocks With Whale Alerts In Today's Session

Shares of US-listed Chinese companies are trading higher possibly amid continued strength following a report suggesting China will issue up to $284 billion of sovereign debt as part of a stimulus.

U.S. stocks were higher, with the Dow Jones index gaining around 100 points on Friday.
Shares of IonQ, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/IONQ#NASDAQ">IONQ</a>) rose sharply during Friday's session after the company announced it signed a $54.5 million contract with the <a href="https://www.benzinga.com/quote/IONQ/news">United States Air Force Research Lab.</a>
IonQ shares surged 20% to $9.67 on Friday.

Biomea Fusion disclosed that the FDA lifted its clinical hold on BMF-219 in Type 2 and Type 1 diabetes trials. Rodman &amp; Renshaw analyst Tony Butler upgraded Biomea Fusion from Neutral to Buy.</li>
<li>Uxin Limited (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/UXIN#NASDAQ">UXIN</a>) surged 14.1% to $3.23.</li>
<li>AMTD Digital Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/HKD#NYSE">HKD</a>) rose 11.5% to $3.67.</li>
<li>Rocket Lab USA, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/RKLB#NASDAQ">RKLB</a>) jumped 11.5% to $9.69. Keybanc analyst Michael Leshock maintained Rocket Lab USA with an Overweight and raised the price target from $8 to $11.</li>
<li>NANO Nuclear Energy Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NNE#NASDAQ">NNE</a>) gained 11.3% to $16.79.</li>
<li>Certara, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/CERT#NASDAQ">CERT</a>) shares jumped 10.5% to $11.82.</li>
<li>Empire State Realty OP, L.P. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/ESBA#NYSE">ESBA</a>) gained 8.4% to $11.50.</li>
<li>MINISO Group Holding Limited (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/MNSO#NASDAQ">MNSO</a>) gained 8.4% to $16.79.</li>

Chinese electric vehicle stocks NIO Inc (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NIO#NYSE">NIO</a>), XPeng Inc (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/XPEV#NYSE">XPEV</a>), ZEEKR Intelligent Technology Holding (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/ZK#NYSE">ZK</a>), and Li Auto Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/LI#NASDAQ">LI</a>) maintained their upward stock price trajectory Friday since China shared plans to cut its key rates to <a target="_blank" href="https://www.benzinga.com/government/24/09/41004045/whats-going-on-with-chinese-stocks-alibaba-nio-xpeng-li-auto-on-tuesday" rel="noreferrer noopener">spur discretionary spending</a>.
On Tuesday, China&#8217;s central bank&nbsp;shared plans to cut banks&#8217; reserve requirement ratio (RRR) by 50 basis points or half a percentage point. The central bank also looks to slash the seven-day reverse repurchase rate to 1.5% from 1.7%.

EU and US protectionist tariffs pose additional headwinds.
The sector also bore the brunt of the US semiconductor sanctions on China, as artificial intelligence technology plays a vital role in the automobile sector.
Reuters cited China&#8217;s commerce ministry as saying that China initiated an anti-discriminatory investigation against Canada&#8217;s additional tariffs on Chinese electric vehicles and more.
The China EV sector also got a boost from Chinese hyperscalar Alibaba Group Holding&#8217;s (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/BABA#NYSE">BABA</a>) partnership with Nvidia Corp (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NVDA#NASDAQ">NVDA</a>) to boost the&nbsp;autonomous driving&nbsp;experience for Chinese smart vehicle owners like&nbsp;Li Auto and more.
Alibaba&#8217;s Apsara Conference showcased <a href="https://www.benzinga.com/government/24/09/41023040/nvidia-xpeng-join-alibabas-apsara-conference-to-showcase-ai-tech-advancements" target="_blank" rel="noreferrer noopener">the e-commerce juggernaut&#8217;s</a> AI accomplishments, including Alibaba Cloud&#8217;s collaboration with XPeng to enhance smart cockpit experiences.
